Regarding this issue, LawNet would like to answer as follows:

1. Powers of Vietnam Thermal Science and Technology Association

The powers of the Vietnam Thermal Science and Technology Association include:

- Propagate the purpose of the Association. Representing members in internal and external relationships related to the functions and tasks of the Association. Protect the honor, prestige, legitimate rights, and interests of members in accordance with the principles and purposes of the Association and the law.

- Participate in programs, projects, scientific research topics, consulting, criticism, and social assessment in the application of scientific and technological achievements of thermal engineering to socio-economic development at the request of a state agency; provide services on issues in the field of activities of the Association in accordance with the law.

- Give opinions on legal documents related to the fields and contents of the Association's activities in accordance with the law. Propose to competent state agencies issues related to the development of the Association and the field of operation of the Association in accordance with the law.

- Raise funds for the Association on the basis of membership contributions and revenues from scientific research, consulting, and service activities in accordance with the law to self-finance the operating expenses.

- Receive legal funding sources from organizations and individuals at home and abroad according to the provisions of the law. To receive financial support from the State for activities associated with the tasks assigned by the State.

- Organize the commendation and commendation of members with outstanding achievements in the Association's activities, in scientific research and application; exchange, learn, and share experiences among members.

- Establish organizations with legal status directly under the Association in accordance with the law, the Charter and the field of operation of the Association; report on the establishment of legal entities to state agencies in accordance with the law.

- Join international organizations, sign, and implement international cooperation agreements in the same field of operation in accordance with the provisions of Vietnamese law and international practices. At the same time, report to the Ministry of Home Affairs and state management agencies on the branches and fields of operation of the Association before signing and implementing international agreements.

2. Tasks of Vietnam Thermal Science and Technology Association

The tasks of the Vietnam Thermal Science and Technology Association include:

- Organize and coordinate activities among members for the common benefit of the Association. Support members to promote professional and professional activities in the thermal engineering industry for socio-economic development, improve the quality of life, and contribute to national construction and development.

- Propagate, disseminate, and train knowledge for members in accordance with the law. Guide members to comply with the laws, regimes, and policies of the State and the Charter, regulations, and rules of the Association.

- Comply with the provisions of the law and the Association's Charter during the organization of the Association's activities, other legal regulations related to the Association's organization and operation, and the Association's Charter. Do not take advantage of the Association's activities to harm national security, social order, morality, the fine customs and traditions of the nation, or the legitimate rights and interests of individuals and organizations.

- Comply with the provisions of law and be responsible for reporting to competent state agencies when performing the following tasks: Annual activities of the Association; organizing the term congress, extraordinary congress; change key leadership titles; changing the head office address; amending and supplementing the Charter; establishing representative offices and organizations with legal status directly under the Association.

- Comply with the guidance, inspection, and examination of competent State agencies in accordance with the provisions of law.

- Make and keep at the Association's headquarters the list of members, branches, representative offices, and units affiliated with the Association; books and documents on the assets and finances of the Association and representative offices; and minutes of meetings of the Executive Board, Standing Board, and Inspection Committee of the Association.

- Mediate disputes, settlement of petitions, complaints,  and denunciations within the Association and related to the Association, legal entities affiliated with the Association, and members according to the provisions of law and report to state agencies as prescribed.

- Organize conferences and seminars on thermal engineering in accordance with the law.

- Expand relationships and cooperation with organizations and individuals in the same field of operation as prescribed by law to create conditions for members to meet, exchange information, and share experiences. Encourage and encourage members to participate in scientific research and application for socio-economic development as prescribed by law.

- Develop and promulgate professional ethics rules in Association activities.

- Manage and use the funds of the Association in accordance with the provisions of law.

- Perform other duties as required by competent authorities or as prescribed by law.
