The timeline for calculating summary and commendation for revolutionary achievements is specified as follows:

- The resistance war against the French colonialists ran from July 15, 1950, to July 20, 1954.

- The resistance war against US imperialism from July 21, 1954, to April 30, 1975:

+ Fight against American imperialism in the North;

+ Fight against American imperialism in the South;

+ On duty to help Laos from May 1972 to December 1975.

- The period of defending the Fatherland:

+ Southwest border war from May 1975 to January 7, 1979;

+ Northern border war from February 1979 to December 31, 1988;

+ On duty to help Laos from May 1975 to December 31, 1988;

+ On international duty in Cambodia from January 1979 to August 31, 1989;

+ Ful-ro raid from May 1975 to December 1992.

2. Rights and obligations of Youth Volunteers when being considered and posthumously awarded Glorious Youth Volunteer Medals in Vietnam

- Receive medals and diplomas and continue to enjoy benefits according to the regulations of resistance awards.

- Implement rights and obligations according to the provisions of the law on emulation and commendation.

- Youth Volunteers or relatives of Youth Volunteers who have sacrificed or passed away are responsible for declaring truthfully and accurately, providing complete documents and records proving their work history in Youth Volunteer units, and are responsible before the law for the declared content and legality of documents and records proving Youth Volunteer's work history.

3. Authority to consider, recommend, and posthumously award Glorious Youth Volunteer Medals in Vietnam

- The Chairman of the Commune People's Committee directs the appraisal of dossiers requesting consideration and posthumous award of "Glorious Youth Volunteer Medals" in the area and submits them to the Chairman of the District People's Committee for consideration and recommendation of commendation.

- The Chairman of the District People's Committee directs the compilation of dossiers requesting the awarding and posthumous award of "Glorious Youth Volunteer Medals" in the area and submits them to the Chairman of the Provincial People's Committee for consideration and recommendation of a reward.

- The Chairman of the Provincial People's Committee directs the appraisal of dossiers requesting the awarding and posthumous award of "Glorious Youth Volunteer Medals" in the area, submits them to the Prime Minister for consideration, and submits them to the President to decide whether to award and posthumously award "Glorious Youth Volunteer Medals" through the Ministry of Home Affairs.

4. Principles for awarding the "Glorious Youth Volunteer Medals" in Vietnam

- Youth Volunteers who have made achievements in the resistance war, defending the homeland, and fulfilling their duties, and have served in the military for a minimum of 24 months are eligible for the "Glorious Youth Volunteer Medals."

- Youth Volunteers who sacrifice their lives while performing their duties in the resistance war and defending the homeland, and have been recognized as martyrs, are eligible for the posthumous awarding of the "Glorious Youth Volunteer Medals."

- Youth Volunteers are only eligible to receive the "Glorious Youth Volunteer Medals" once.

- The time spent by Youth Volunteers in various designated time periods, as specified in Article 5 of Decree No. 28/2024/NĐ-CP, will be accumulated when considering the awards to ensure that they meet the criteria for receiving the "Glorious Youth Volunteer Medals."

- The "Glorious Youth Volunteer Medals" will not be awarded or posthumously awarded in the following cases: when someone is convicted by a court judgment or decision that is legally binding for crimes related to national security or other crimes punishable by imprisonment, or when someone participates in activities such as desertion, betrayal, or subversion that result in the termination of their entitlement to revolution-related benefits as regulated by the law on benefits for revolutionary contributors.
