Regarding this issue, LawNet would like to answer as follows:
VietNamNet is an organization under the Ministry of Information and Communications, performing the function of the Ministry's mouthpiece; propagating and disseminating the Party's guidelines and guidelines; legal policies of the State; information on the field of information and communication, the situation of political, economic, cultural and social life at home and abroad.
VietNamNet is a public non-business unit operating under the Press Law and other relevant regulations; have legal status, own seal and account as prescribed by law.
"Báo VietNamNet" has international transaction name: VietNamNet

According to Article 2 of Decision 1092/QD-BTTTT in 2019, VietNamNet has the following tasks and powers:
- Strictly complying with the principles, purposes, and other regulations specified in the press operation license.
- Developing and submitting to the Minister of Information and Communications the long-term, medium-term, and annual work plans of VietNamNet and organizing the implementation after they are approved.
- Informing and propagating the Party's guidelines and guidelines, the State's policies and laws, and the state management activities of the Ministry of Information and Communications.
- Information on the field of information and communication, the current political, economic, cultural - social situation, and scientific and technological advances in the country and the world in accordance with regulations
of the law on the press.
- Organizing a forum for exchange and information between state management agencies, organizations, enterprises, and the whole society for the cause of information and communication in Vietnam.
- Organizing the production and distribution of publications of VietNamNet in accordance with the law. Providing Vietnam Post publications and other services on information and propaganda ordered by the State and assigned tasks according to the provisions of the law.
- Participating in international cooperation activities in the fields of professional expertise in accordance with the law on press, publishing, and decentralization of the Minister.
- Organizing training and retraining to improve professional qualifications and journalism skills for reporters, editors, and collaborators of the VietNamNet.
- Actively organizing business activities in accordance with VietNamNet's functions and tasks in accordance with the law in order to generate revenue, preserve, and develop assigned resources, including:
+ Producing and trading in services of providing utilities and content on mobile communication networks and the internet;
+ Advertising, marketing, market research, and public relations services;
+ Publication publishing services (books, VietNamNets, magazines);
+ Joint venture, association, and business cooperation with organizations and individuals in the country to organize service activities in accordance with the law after the policy is approved by the Ministry of Information and Communications;
+ Participate in bidding, receive orders to supply information and propaganda services in accordance with the law and in accordance with the functions, tasks, and resources of the VietNamNet;
+ Other related services as prescribed by law.
- Organizing seminars in accordance with the law.
- Managing the organization, personnel, finances, assets, records, and documents of VietNamNet according to the provisions of law and the decentralization of the Minister of Information and Communications.
- Deciding to appoint officials and employees of VietNamNet to go on business trips or study abroad to improve their professional qualifications according to the provisions of law and the decentralization of the Minister of Information and Communications.
- Developing a plan for autonomy in each period and reporting it to the Ministry of Information and Communications for approval; implementing investment management, accounting, and statistical regimes according to current regulations of law; and decentralizing the Minister of Information and Communications.
- Perform other tasks assigned by the Minister.
