1. Regulations on academic incentive scholarship for students in Vietnam

Regulations on academic incentive scholarship for students in Vietnam according to Article 8 of Decree 84/2020/ND-CP are as follows:

* Eligibility for consideration and awarding of academic incentive scholarship:

- High school students in specialized schools within higher education institutions, students in specialized schools with good conduct and excellent academic performance during the scholarship assessment and award period, with a specialized subject score of 8.5 or higher, or winning at least a consolation prize in national, regional, or international excellent student contests of that year;

- Students in schools of art, physical education, sports with conduct from good and above, academic performance of average or higher during the scholarship assessment and award period, and winning medals in national, regional, or international competitions of that academic year;

- Students in vocational education institutions or higher education institutions with academic and training results of good or higher and not subject to disciplinary action from reprimand or higher during the scholarship assessment period.

* Scholarship amount for subjects specified at points a and b, clause 1, Article 8 of Decree 84/2020/ND-CP:

+ For specialized schools, schools of arts, physical education, and sports: The scholarship level for one student per month is at least triple the current tuition fee level of special high schools in the locality;

+ For specialized high school within higher education institutions: The scholarship level for one student is determined by the university's president but is not lower than the current tuition cap that the student has to pay at the school;

+ For schools not charging tuition: The minimum scholarship is triple the tuition cap of local high school.

- Scholarship amount for subjects specified at point c, clause 1, Article 8 of Decree 84/2020/ND-CP:

+ Good scholarship: The scholarship amount is equal to or higher than the current tuition cap of the field, major, or discipline that the student has to pay at the school as determined by the president (hereafter referred to as the president) for students with average academic and training scores of good or higher. For private schools, the minimum scholarship level is set by the president.

For training sectors without tuition fees, the price set by the state for orders, assignments or bidding for school training is applied;

+ Excellent scholarship: The scholarship amount is higher than a good scholarship as determined by the president for students with an average academic performance of excellent or higher and training scores of good or higher;

+ Outstanding scholarship: The scholarship amount is higher than an excellent scholarship as determined by the president for students with both academic and training scores of outstanding;

+ The average academic performance and training scores specified at points a, b, and c of clause 3 Article 8 of Decree 84/2020/ND-CP are determined according to the current regulations of the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs, with the average academic performance for scholarships according to the regulations in Decree 84/2020/ND-CP being calculated from the first course exam and assessment.

* Scholarship funds:

- For specialized schools, schools of arts, physical education, and sports: academic incentive scholarship are arranged in the local budget expenditure estimate to grant at least 30% of the specialized student number of the school. For the high school specialized section within higher education institutions, academic incentive scholarship are arranged from the legal revenue of the higher education institution and from the legal revenue of the high school section;

- For vocational education institutions or higher education institutions: academic incentive scholarship are arranged with at least 8% of tuition fee revenue for public schools and at least 2% of tuition revenue for private schools.

* Scholarship consideration and awarding procedures for subjects specified at points a and b, clause 1, Article 8 of Decree 84/2020/ND-CP:

* For specialized and gifted schools: The principal determines the number of scholarship slots for each class and bases on the scholarship of the year to award students in priority order from international, regional international, national prizes to specialized subject points (for specialized schools) or academic results (for talent schools);

+ For high school specialized within higher education institutions: The principal determines the number of scholarship slots and the scholarship level for each school block, class based on the year's scholarship to consider, and award students in priority order from international, regional international, national prizes to specialized subject points;

+ Scholarships are awarded per semester and for 09 months of the academic year.

Apart from academic incentive scholarship as stipulated in this Decree, the Chairman of the provincial People's Committee may have other policies for students of specialized and talent schools under local jurisdiction or managed by the locality.

* Scholarship consideration and awarding procedures for subjects specified at point c, clause 1, Article 8 of Decree 84/2020/ND-CP:

- The principal, based on the study encouragement scholarship fund, determines the number of scholarship slots for each course, discipline. In case the number of students eligible for scholarships exceeds the number of scholarship slots, the awarding of scholarships is decided by the principal;

- The principal, based on the academic and training results of students, awards scholarships in descending order from outstanding to the end of the allocated scholarship slots;

- Scholarships are awarded per semester and for 10 months of the academic year. For students trained through module or credit accumulation, scholarships are awarded based on the number of modules or credits, with 15 modules or credits equivalent to one semester.

Students eligible for policy scholarships, social assistance, preferential policies still receive academic incentive scholarship as prescribed in Decree 84/2020/ND-CP.

2. Regulations on exemption and reduction of public service fees for learners and students in Vietnam

The Exemption and reduction of public service fees for learners and students in Vietnam are provided under Article 10 of Decree 84/2020/ND-CP as follows:

- For public transportation services:

+ Students receive discounted train and bus ticket prices;

+ Public transportation entities issue discounted tickets to students upon presentation of a student ID.

- For public services related to entertainment, museum visits, historical sites, cultural works:

+ Students receive discounted service tickets when directly using services including museums, historical sites, libraries, exhibitions;

+ Cultural and entertainment facilities issue discounted tickets to students upon presentation of a student ID.

- Based on specific conditions, the Chairman of the provincial People's Committee decides the level of exemption or reduction of public service fares for students under management authority.

- Students with disabilities receive exemptions and reductions in public service fares for transportation, entertainment, museum visits, historical sites, cultural works according to the provisions of Decree 28/2012/ND-CP.

Students who are social policy beneficiaries receive exemptions and reductions in train ticket prices according to the provisions of Decree 65/2018/ND-CP.
