1. Procedures for revising banking information in Vietnam in 2024

Pursuant to Article 11 of Circular 17/2015/TT-NHNN (amended by Circular 18/2023/TT-NHNN), the procedures for adjusting banking information according to the law are regulated as follows:

- For the entities under the State Bank of Vietnam (excluding the provincial and centrally  affiliated city branches), when there is a change in banking information as stipulated in Clause 1, Article 8 of Circular 17/2015/TT-NHNN, within 10 working days from the date of the change, the unit shall submit a written request to adjust the banking information according to Appendix 03 issued together with Circular 17/2015/TT-NHNN to the Information Technology Department via the Document Management and Executive System of the State Bank of Vietnam.

- For credit institutions (excluding people's credit funds), foreign bank branches, when there is a change in banking information, including changes in information of dependent units, 100% foreign-owned banks as stipulated in Clause 1, Article 8 of Circular 17/2015/TT-NHNN, within 10 working days from the date of the change, the credit institution, foreign bank branch shall submit a request to adjust the banking information on the Online Public Service Portal of the State Bank of Vietnam according to Appendix 03 issued together with Circular 17/2015/TT-NHNN.

- For the provincial and centrally governed city branches of the State Bank of Vietnam, people's credit funds, when there is a change in banking information as stipulated in Clause 1, Article 8 of Circular 17/2015/TT-NHNN, within 10 working days from the date of the change, the provincial and centrally governed city branch of the State Bank of Vietnam shall submit a request to adjust the banking information on the Online Public Service Portal of the State Bank of Vietnam for their unit or for the people's credit fund in their locality according to Appendix 03 issued together with Circular 17/2015/TT-NHNN.

- For the State Treasury at all levels, when there is a change in banking information as stipulated in Clause 1, Article 8 of Circular 17/2015/TT-NHNN, within 10 working days from the date of the change, the Central State Treasury shall submit a request to adjust the banking information on the Online Public Service Portal of the State Bank of Vietnam according to Appendix 03 issued together with Circular 17/2015/TT-NHNN.

- For other organizations engaged in reporting, exchanging electronic data related to the State Bank of Vietnam, when there is a change in banking information as stipulated in Clause 1, Article 8 of Circular 17/2015/TT-NHNN, the unit shall submit a request to adjust the banking information on the Online Public Service Portal of the State Bank of Vietnam according to Appendix 03 issued together with Circular 17/2015/TT-NHNN.

- Upon receiving the request to adjust banking information, the Information Technology Department shall review the dossier, cooperate with the units of the State Bank of Vietnam (for adjustment requests from units under the State Bank of Vietnam, credit institutions, foreign bank branches, and other organizations with licenses issued by the State Bank of Vietnam) or access the National Database on business registration to verify the operational status and accuracy of the banking information requested for adjustment. Within 03 working days from the date of receipt of a valid dossier, the Information Technology Department shall adjust the banking information, send the result to the requesting unit, and issue an electronic notice of the adjustment on the Online Public Service Portal of the State Bank of Vietnam according to Appendix No. 07 issued together with Circular 17/2015/TT-NHNN.

In case of refusal to adjust banking information, the Information Technology Department shall notify the reason for refusal to the requesting unit via the same method the unit used to submit the adjustment request.

2. Document submission and receipt in case of malfunctioning Public Service Portal of State Bank of Vietnam

Clause 9, Article 1 of Circular 18/2023/TT-NHNN adds Article 11a after Article 11 of Circular 17/2015/TT-NHNN regulating the document submission and receipt in case of malfunctioning Public Service Portal of State Bank of Vietnam:

In case of malfunction of the Online Public Service Portal of the State Bank of Vietnam, making it unable to operate, units shall send their adjustment requests stipulated in Articles 9, 10, and 11 of Circular 17/2015/TT-NHNN via postal service to the State Bank of Vietnam or submit directly at the One-Stop Department of the State Bank of Vietnam. The procedure for receiving the requests shall follow the One-Stop Regulation of the State Bank of Vietnam. The results of the processing shall be sent to the requesting unit and published on the Online Public Service Portal of the State Bank of Vietnam.
