The procedures for awarding Ho Chi Minh Prize for Science and Technology by organizations and individuals not residing or operating in Vietnam are regulated in Decision 405/QD-BKHCN dated March 19, 2024, as follows:

- Application form for placing for and awarding the Prize for Science and Technology (original copy).
- Draft regulations for awarding the prize, which stipulate the name of the prize, the target, principles, conditions, criteria, procedures for awarding the prize, the rights of organizations and individuals receiving the prize, and the time for awarding the prize.
* Number of sets: 01
* Submission method:
The application for placing for and awarding the Prize for Science and Technology by organizations and individuals can be submitted directly or via mail to the the People's Committee of the province or centrally-run city (through the Department of Science and Technology) or submitted online through the Administrative Procedure Settlement Information System at the provincial level where the organization's headquarters or the individual's residence is located.
- Organizations and individuals residing or legally operating in Vietnam who wish to apply for and present the Prize for Science and Technology should submit 01 set of documentation for the prize application to the the People's Committee of the province or centrally-run city (through the Department of Science and Technology) or submit online through the Administrative Procedure Settlement Information System at the provincial level where the organization's headquarters or the individual's residence is located.
- The Department of Science and Technology will process the documentation within 15 days from the date of receiving the complete documentation as prescribed and submit it to the People's Committee of the province or centrally-run city for decision.
Within 10 days from the date of receiving a complete application as prescribed, the People's Committee of the province or centrally-run city shall issue a written response approving or disapproving the organization or individual to place and award a science and technology award. In cases of refusal, the reason must be clearly stated.
- Emulation principles include:
+ Voluntariness, self-consciousness, publicity, and transparency;
+ Unity, cooperation, and mutual development.
- Commendation principles include:
+ Accuracy, publicity, transparency, equality, and timeliness;
+ Assurance of uniformity between forms and subjects of commendation and meritorious services and achievements;
+ One commendation form may be awarded many times to one subject; prohibition against provision of multiple awards or other forms of commendation to one achievement; provision of commendation to the corresponding achievement;
+ Focus on the provision of commendations to individuals, collectives, and households that directly work, produce, and conduct business; individuals and collectives that work in borders, seas, islands, and regions with extremely difficult socio-economic conditions.
- Assurance of gender equality in emulation and commendation
(Article 5 of the Law on Emulation and Commendation 2022)
- Commendations for meritorious services are for individuals or collectives that regularly achieve excellent achievements in Fatherland Construction and Defense.
- Irregular commendations are timely commendations for individuals, collectives, or households that irregularly achieve excellent achievements.
- Emulation movement commendations are for individuals, collectives, or households that have excellent achievements in emulation movements launched and directed by competent authorities within a specific time or thematic emulations for political tasks of the CPV or the State.
- Contribution process commendations are for individuals who have long-term participation in revolutionary periods or Fatherland Construction and Defense, hold the leading or managerial positions in state agencies, public service providers, political organizations, socio-political organizations, social-political-vocational organizations, social organizations, or socio-vocational organizations with tasks assigned by the CPV or State, conduct meritorious services, or contribute achievements to the revolutionary cause of the CPV and the nation.
- Seniority-based commendations are for individuals of the People’s Army and the People’s Public Security who have achievements and working histories in the people’s armed forces.
- Diplomatic commendations are for Vietnamese individuals or collectives residing abroad; foreign individuals or collectives that contribute achievements to the Fatherland Construction and Defense of Vietnam.
