Periodic reporting on construction investment in Vietnam

This content is guided by Circular 01/2023/TT-BXD, which stipulates the periodical reporting regime under the State management scope of the Ministry of Construction.

According to Circular 01/2023/TT-BXD, the periodical reporting regime for the construction investment sector includes the following types of reports:

(1) Report on management of construction investment activities

- Reporting basis: According to the provisions of Clause 8, Article 109 of Decree 15/2021/ND-CP of the Government dated March 3, 2021, on the management of construction investment projects.

- Subjects of the report, the agency receiving the report, the process and time limit for sending the report:

Ministries managing specialized construction works and provincial People's Committees shall send reports to the Ministry of Construction no later than December 20 of each year for summarization and monitoring.

- Report required content: According to Form No. 001 and Form No. 002 of the Appendix issued together with Circular 01/2023/TT-BXD.

- Frequency of reporting: Every year.

- Time to close the report data: According to the provisions of Clause 4, Article 12 of Decree 09/2019/ND-CP.

(2) Report on the quality situation, quality management of construction works, and safety management in construction.

- Reporting basis: According to the provisions of Clauses 2 and 7, Article 52 of Decree 06/2021/ND-CP dated January 26, 2021 of the Government detailing a number of contents on quality management, construction, and maintenance of construction works.

- Subjects of the report, the agency receiving the report, the process and time limit for sending the report:

Ministries managing specialized construction works and provincial People's Committees are responsible for sending reports to the Ministry of Construction before December 15 of each year for summarization and monitoring.

- Content of report request: According to Form No. 003 and Form No. 004 of the Appendix issued together with Circular 01/2023/TT-BXD.

- Frequency of reporting: Every year.

- Time to close the report data: According to the provisions of Clause 4, Article 12 of Decree 09/2019/ND-CP.

(3) Report on the status of the technical inspection of occupational safety

- Reporting basis: According to the provisions of Clause 2, Article 44 of Decree 44/2016/ND-CP dated May 15, 2016.

- Subjects of the report, the agency receiving the report, the process and time limit for sending the report:

The technical inspection organization for occupational safety is responsible for sending reports to the Ministry of Construction before December 15 of each year for synthesis and monitoring.

- Content of request for report: According to the form in Appendix Id issued together with Decree 44/2016/ND-CP dated May 15, 2016.

- Frequency of reporting: Every year.

- Time to close the report data: According to the provisions of Clause 4, Article 12 of Decree 09/2019/ND-CP.

General principles and requirements for the implementation of the periodical reporting regime in the construction sector

Comply with the principles and requirements for issuing periodical reporting regimes specified in Articles 5 and 11 of Decree 09/2019/ND-CP dated January 24, 2019 of the Government on reporting regimes of state administrative agencies.

Ensuring the clarity, publicity, provision, and sharing of information, reporting data, safety, security, and confidentiality in accordance with the law; ensuring the ability to apply information technology to meet the requirements of the National Reporting Information System.
