On January 22, 2025, the Minister of Construction of Vietnam issued Circular 01/2025/TT-BXD amending Circular 13/2021/TT-BXD guiding the method for determining technical and economic indicators and quantity survey of works, Circular 11/2021/TT-BXD guiding the content of determining and managing construction investment costs, amended by Circular 14/2023/TT-BXD.

b) Machinery and equipment operation costs are determined for a prescribed work shift (8 hours) for machines and equipment operation, complying with consumption norms and basic data to calculate machinery costs issued by the Ministry of Construction, suitable with the list of machinery and equipment operation in the regulation system issued by competent state authorities.


c) Costs for machinery and operation include all or some cost items such as depreciation, maintenance, fuel, energy, operator wages, and other machine-related costs. Costs for machinery and operation do not include the costs mentioned in point b of Clause 6, Article 4 of this Circular.
