What are the new regulations on the classification of national defense works and military zones in Vietnam? - Van Hung (Dong Nai)
Pursuant to Article 5 of the Law on Management and Protection of National Defense Works and Military Zones 2023 (effective from January 1, 2025), according to functions, tasks, and purposes of use, national defense works and military zones are classified into type A, type B, type C and type D, specifically:
- Type A national defense works and military zones serving defensive combat missions to protect the Fatherland include:
+ National defense works including command works, combat works, and combat assurance; wartime evacuation projects of central departments, ministries, and branches; military airports, military ports; natural caves renovated or planned to be used for combat and defense tasks; Ancient citadels, ancient fortresses, tunnels, trenches, and bunkers left by history;
+ Military zones including command headquarters areas at all levels, military bases, areas for arranging combat battlefields, and ensuring combat.
- Type B national defense works and military zones serving the training and exercise tasks of the military and self-defense forces include:
+ National defense works including shooting ranges and training fields;
+ The military zone incluing a shooting range, training center, and military exercise area under the Ministry of National Defense.
- Type C national defense works and military zones serving the storage, repair, and destruction of weapons, ammunition, equipment, research, testing, and production of defense products include:
+ National defense works to store ammunition, weapons, and technical equipment at all levels; storing logistics materials, gasoline, and oil to serve the military; Works serving the research, testing, production, and destruction of weapons, ammunition, and equipment;
+ Military zones including warehouses of ammunition, weapons, technical equipment, and logistics materials; factories; defense enterprises, weapons research and testing facilities; and weapons and ammunition disposal areas.
- Type D national defense works and military zones serving the daily living, studying, and working of the military include:
+ National defense works including offices, houses, canteens, kitchens, halls, specialized houses, and technical infrastructure works;
+ Military zones including headquarters of military agencies at all levels, military barracks, academies, schools, research institutes, hospitals, infirmaries, military convalescence and nursing facilities, national defense cultural and sports centers, public housing areas, military museums, and detention facilities.

Principles for management and protection of national defense works and military zones are prescribed in Article 3 of the Law on Management and Protection of National Defense Works and Military Zones 2023 as follows:
- Complying with the Constitution and laws, in accordance with international treaties to which the Socialist Republic of Vietnam is a member, and relevant international agreements, protecting the interests of the State and the legitimate rights and interests of organizations and individuals.
- Managing and protecting national defense works and military zones is an important, regular task and the responsibility of the entire people and the entire political system, of which the People's Army is the core.
- Combining management and protection of national defense works and military zones with socio-economic development, combining socio-economic development with management and protection of national defense works and military zones.
- Management and protection of national defense works and military zones must be unified according to approved planning and plans; ensuring confidentiality, safety, correct purpose, functionality, and suitability for each type and group of national defense works and military zones.
