1. Position, functions of forces participating in the protection of security and order at the grassroots level in Vietnam

The position, functions of forces participating in the protection of security and order at the grassroots level in Vietnam according to Article 3 Law on forces participating in the protection of security and order at the grassroots level 2023 are as follows:

The forces participating in participating in the protection of security and order at the grassroots level are one of the mass forces, arranged in villages, neighborhoods, playing a core role in supporting the communal police to help the People's Committee at the same level in ensuring security and order and building the movement for all people to protect the national security.

2. Provisions on work relations, coordination, and support in organizing, operating, performing the tasks of forces participating in participating in the protection of security and order at the grassroots level

Provisions on work relations, coordination, and support in organizing, operating, performing the tasks of forces participating in participating in the protection of security and order at the grassroots level according to Article 5 Law on forces participating in the protection of security and order at the grassroots level 2023 are as follows:

- The work relations of the forces participating in participating in the protection of security and order at the grassroots level are regulated as follows:

+ The People's Committee at the communal level manages the organization and activities of the forces participating in participating in the protection of security and order at the grassroots level;

+ The communal police assist the People's Committee at the same level in directly managing the organization, activities, directing, and operating the forces participating in participating in the protection of security and order at the grassroots level; guiding, assigning, and inspecting the task performance of the forces participating in participating in the protection of security and order at the grassroots level;

+ The relationship between the forces participating in participating in the protection of security and order at the grassroots level with mass organizations at the grassroots level is a coordination relationship in performing tasks to protect security and order and build the movement for all people to protect the national security.

+ Coordination and support in performing the tasks of forces participating in participating in the protection of security and order at the grassroots level are regulated as follows:

+ Coordinate with the village head, the head of the neighborhood, the head of the Fatherland Front work committee in the village, the neighborhood to perform tasks to protect security and order and build the movement for all people to protect the national security;

+ Support the militia and other forces at the grassroots level to perform tasks according to the provisions of the law;

+ Coordinate with mass self-managed organizations at the grassroots level, grassroots conciliators, security forces of agencies, organizations, and enterprises located in the area to participate in protecting security and order, handling security and order issues at the grassroots level according to the provisions of the law.

- Principles of coordination, support, and responsibility in performing the tasks of forces participating in participating in the protection of security and order at the grassroots level are regulated as follows:

+ Suitable to the functions and tasks of forces participating in participating in the protection of security and order at the grassroots level according to the provisions of the law;

+ Comply with the management of the People's Committee at the communal level, guidance, assignment, inspection of the communal police during the coordination and support in performing tasks;

+ Promote the citizenship responsibility in performing the task of ensuring security and order according to the provisions of the law;

+ The communal police are responsible for the task performance of the forces participating in participating in the protection of security and order at the grassroots level according to the provisions of the law.

- For districts without an administrative unit at the communal level, the District People's Council, District People's Committee, Fatherland Front Committee of Vietnam, and district police perform the tasks of the People's Council, People's Committee, Fatherland Front Committee of Vietnam, and communal police according to the provisions of the Law on forces participating in the protection of security and order at the grassroots level 2023.
