1. Forms of discipline for professional servicemen, national defense workers and officials in Vietnam

Forms of discipline for professional servicemen, national defense workers and officials according to Article 50 of the Law on professional servicemen, national defense workers and officials 2015 are as follows:

- Disciplines for professional servicemen:

+ Reprimand;

+ Warnings;

+ Reduction to lower ranks;

+ Dismissal;

+ Pay reduction;

+ Reduction of military ranks;

+ Stripping title of servicemen;

- Disciplines for national defense workers and officials:

+ Reprimand;

+ Warnings;

+ Pay reduction;

+ Forced resignation;

- Regarding salary grade reduction, each instance may only result in a reduction of one grade; in cases of serious violations of military discipline or state laws, multiple grade reductions may occur.

- The disciplinary measure of stripping the military title of professional soldiers, and the forced resignation of defense workers and defense public employees shall not apply to women when they are pregnant, on maternity leave, or raising a child under 12 months old.

- The application of disciplinary measures, procedures, and authorities for handling discipline for defense workers and defense public employees must be carried out according to legal regulations.

- The Minister of National Defense shall determine the application of disciplinary measures, procedures, time limits, authority, and statutes of limitations for handling discipline for professional soldiers; also stipulate the rank demotion of professional soldiers in cases where they are disciplined by salary grade reduction.

2. Regulations on selection, recruitment of national defense workers and officials in Vietnam

Regulations on selection, recruitment of national defense workers and officials in Vietnam according to Article 28 of the Law on professional servicemen, national defense workers and officials 2015 are as follows:

- Selection candidates:

+ Officers of the Vietnam People's Army, professional soldiers when the positions they hold are no longer needed;

+ Non-commissioned officers, soldiers who have completed their active duty service.

- Recruitment candidates:

+ Vietnamese citizens who do not fall under the provisions of Clause 1 of this Article, reside permanently within the territory of Vietnam, and are 18 years of age or older.

- Conditions and standards for recruitment and selection include:

+ Having political, ethical qualities, clear background, good health, and voluntarily serving in the People's Army;

+ Holding a diploma, professional technical certificate, or having skills suitable for job positions for defense workers or professional titles for defense public employees.

- Forms of recruitment and selection include selection or examination. Graduates of regular universities with excellent or outstanding degrees, those with high-level professional technical qualifications, or winners of national or international skills competitions may be recruited through selection.

3. Regulations on Grading, promotion for national defense workers in Vietnam

Regulations on Grading, promotion for national defense workers in Vietnam according to Article 29 of the Law on professional servicemen, national defense workers and officials 2015 are as follows:

- Defense workers are classified as follows:

+ Category A includes defense workers with college degrees recognized with the title of practical bachelor or practical engineer;

+ Category B includes defense workers with intermediate degrees and corresponding professional skill levels;

+ Category C includes defense workers with primary certificates and corresponding professional skill levels.

- When the military has a need, defense workers who perform well or excellently, have good political and ethical qualities, have the capability to assume higher job positions in the same technical or professional field, and hold appropriate diplomas may be considered or examined for promotion.

- The Government of Vietnam shall stipulate the professional skill levels, conditions for promotion, and rank advancement of defense workers.
