1. Procedures for Issuance of ID cards of professional servicemen, national defense workers and officials in Vietnam

According to Article 9 of Decree 59/2016/ND-CP which stipulates the process, procedures for the first issuance, exchange, re-issuance of ID cards of professional servicemen, national defense workers and officials in Vietnam as follows:

- The process and procedures for the first issuance are as follows:

+ Individuals fill out the declaration form as prescribed;

+ The personnel management agency of the regiment and equivalent levels take photos, collect fingerprints of each person, cross-check data management of professional military personnel, defense workers, and defense public employees to complete the issuance procedures of the identification under their management; compile and report to the direct superior; the execution time is no more than 10 working days from the date of completion of procedures;

+ The personnel management agency of the division and equivalent levels perform the procedures stipulated at point b, clause 1, Article 9 of Decree 59/2016/ND-CP for professional military personnel, defense workers, and defense public employees under their management; check the issuance of ID cards of professional servicemen, national defense workers and officials of subordinate units; compile and report to the direct superior; the execution time is no more than 10 working days from the date of completion of procedures;

+ The personnel management agency of units directly under the Ministry of Defense checks, completes procedures; report to the unit head for signing the identification of professional military personnel, defense workers, and defense public employees under their management; the execution time is no more than 15 working days from the date of completion of procedures.

- The process and procedures for exchange, re-issuance are as follows:

+ In case of exchange stipulated at points a, b, clause 2, Article 8 of Decree 59/2016/ND-CP, individuals fill out the declaration form as prescribed and submit to the personnel management agency stipulated at points b, c, clause 1, Article 9 of Decree 59/2016/ND-CP;

+ In case of exchange stipulated at point c, clause 2, Article 8 of Decree 59/2016/ND-CP, individuals must provide a request letter for the exchange, confirmation of the direct managing unit head, fill out the declaration form as prescribed and submit to the personnel management agency stipulated at points b, c, clause 1, Article 9 of Decree 59/2016/ND-CP;

+ In case of re-issuance due to loss as stipulated at clause 3, Article 8 of Decree 59/2016/ND-CP, individuals must provide a request letter for re-issuance, confirmation of the direct managing unit head, fill out the declaration form as prescribed and submit to the personnel management agency stipulated at points b, c, clause 1, Article 9 of Decree 59/2016/ND-CP;

+ The personnel management agency carries out the exchange, re-issuance procedures as stipulated at points b, c, d, clause 1, Article 9 of Decree 59/2016/ND-CP.

2. Content Displayed on ID cards of professional servicemen, national defense workers and officials 

The content displayed on ID cards of professional servicemen, national defense workers and officials according to Article 7 of Decree 59/2016/ND-CP is as follows:

- The Professional Military Personnel Identification, Defense Workers Identification and Defense Public Employees Identification are sized 85.60 mm x 53.98 mm; decorated with frame and background patterns on both sides containing the following information:

+ Professional Military Personnel Identification in pink color.

The front side of the ID card shall have the imprinted national emblem of 21 mm in diameter, the official name of the country “CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM” (“SOCIALIST REPUBLIC OF VIETNAM”) in the top center of the ID card; the military badge of 10 mm in diameter on the left, the photo of the holder and the validity period are below the military badge, the title “CHỨNG MINH QUÂN NHÂN CHUYÊN NGHIỆP” ("PROFESSIONAL SERVICEMEN IDENTIFICATION CARD”) printed in red color and on the right of the military BADGE; and the following details from the top to bottom: the ID card number, last name, middle name, first name; date of birth, issuer, date of issuance, signature and seal of the issuer printed under the title.

+ Defense Workers Identification in sky blue color.

The front side of the ID card shall have the imprinted national emblem of 21 mm in diameter, the official name of the country “CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM” (“SOCIALIST REPUBLIC OF VIETNAM”) in the top center of the ID card; the military badge of 10 mm in diameter on the left, the photo of the holder and the validity period are below the military badge, the title “CHỨNG MINH CÔNG NHÂN QUỐC PHÒNG” ("NATIONAL DEFENSE WORKER IDENTIFICATION CARD”) printed in red color and on the right of the military badge; and the following details from the top to bottom: the ID card number, last name, middle name, first name; date of birth, issuer, date of issuance, signature and seal of the issuer printed under the title.

+ Defense Public Employees Identification in lime yellow color.

The front side of the ID card shall have the imprinted national emblem of 21 mm in diameter, the official name of the country “CỘNG HÒA XÃ HỘI CHỦ NGHĨA VIỆT NAM” (“SOCIALIST REPUBLIC OF VIETNAM”)in the top center of the ID card; the military badge of 10 mm in diameter on the left, the photo of the holder and the validity period are below the military badge, the title “CHỨNG MINH VIÊN CHỨC QUỐC PHÒNG” ("NATIONAL DEFENSE OFFICIALS IDENTIFICATION CARD”) printed in red color and on the right of the military badge; and the following details from the top to bottom: the ID card number, last name, middle name, first name; date of birth, issuer, date of issuance, signature and seal of the issuer printed under the title.

- The back side of Professional Military Personnel Identification, Defense Workers Identification, and Defense Public Employees Identification contains the lines: Place of origin; Residence; Identification marks; Blood group.
