The Vietnam Register Offices is an organization under the Vietnam Register, with the function of advising and assisting the Director of the Vietnam Register in carrying out state management of registration for means of transport, vehicles, loading and unloading equipment, specialized construction, containers used in road, rail, inland waterway, and maritime transport (hereinafter referred to as vehicles and transportation equipment) and vehicles and equipment for exploration, exploitation, transportation at sea, machinery, equipment, and supplies with strict requirements on labor safety(except for vehicles and equipment serving defense and security purposes and fishing vessels); Organize and carry out registration work on technical safety quality, environmental protection, and labor safety for the above types of vehicles and equipment according to the provisions of law, within the scope of management assigned by the Director of the Vietnam Register.
The Vietnam Register Offices has legal status, has its own seal, and can open accounts at the State Treasury and banks. The Registry Branch headquarters are located in a number of provinces and centrally run cities, according to Decision 2836/QD-BGTVT dated October 5, 2017 of the Minister of Transport on the functions, tasks, powers, and organizational structure of the Vietnam Register.

Duties and powers of the Vietnam Register Offices include:
- Develop and submit to the Director of the Department a long-term, medium-term, and annual plan on organizing and implementing inspection and certification of quality, technical safety, and environmental protection for all types of vehicles and equipment under management.
- Organize the implementation, review, and propose amendments and supplements to legal documents, national standards, and technical regulations related to registration activities.
- Organize and carry out quality inspection, technical safety, labor safety, and environmental protection for vehicles and transportation equipment; means and equipment for exploration, exploitation, transportation at sea, and other means and equipment under management (except for means and equipment serving defense and security purposes and fishing vessels), including:
+ Appraise design in production, assembly, repair, and conversion of vehicles and equipment according to the provisions of law and the authorization of the Director of the Vietnam Register;
+ Inspect, evaluate, and issue certificates of technical safety and environmental protection in manufacturing, assembling, repairing, converting, importing, exporting, exploiting, and using vehicles, transportation equipment, and vehicles for exploration, exploitation, and transportation at sea according to the provisions of law and relevant international treaties to which the Socialist Republic of Vietnam is a member;
+ Inspect, evaluate, and issue certificates of maritime safety, security, and labor management systems according to the provisions of law and international treaties related to maritime safety, security, and labor to which the Socialist Republic of Vietnam is a member;
+ Inspect and issue certificates of technical safety and environmental pollution prevention for foreign ships according to international practices or at the request of competent Vietnamese state agencies;
+ Inspect and issue technical safety and environmental protection certificates for specialized loading and unloading equipment, construction equipment, containers, and dangerous goods packaging equipment used in transportation; types of machines, equipment, and supplies used for vehicles and transportation equipment in manufacturing, assembly, repair, restoration, conversion, import, and export;
+ Inspect machines, equipment, and supplies with strict labor safety requirements installed and used on all types of means of transportation and offshore structures serving oil and gas exploration and exploitation; offshore oil and gas pipeline system; load and unload vehicles and equipment with strict requirements on labor safety specifically used in seaports, ports, inland wharves, ship building and repair facilities, and railway vehicles;
+ Inspect the technical status of vehicles, transportation equipment, and vehicles and equipment for exploration, exploitation, and transportation at sea at the request of state agencies or at the request of other organizations or individuals;
+ Participate in investigating vehicle incidents and accidents at the request of state agencies;
+ Organize the collection, payment, management and use of prices, fees, charges related to registration work and other revenues according to the provisions of law.
- Organize propaganda, dissemination and education of laws on registration within the management area.
- Organize the assessment and issuance of notices to facilities eligible to build, convert, and repair vehicles and transportation equipment, as well as for exploration, exploitation, and transportation at sea; maintenance, inspection and testing facilities serving registration work according to the provisions of law (excluding fishing vessels).
- Organize testing and issue welder certificates for establishments that build, convert, and repair watercraft.
- Participate in professional training, practical guidance, and assessment of surveyors, inspectors, and inspection staff at the request of the Vietnam Register.
- Organize and carry out scientific research, development, application, and technology transfer in the field of registration; Develop and implement information technology application programs, schemes, and projects; Building databases and information services to serve management and exploitation in the field of registration.
- Develop and implement the Department's administrative reform program according to the objectives and content of the state administrative reform program of the Vietnam Register.
- Participate in adding, modifying, updating related processes and work instructions, and organizing the implementation and maintenance of the quality management system according to ISO9001 standards related to the Department's tasks.
- Manage the number of employees, finances, assets, and equipment of the branch according to the provisions of law and the decentralization of the Director of the Vietnam Register.
- Store, manage, and secure relevant records and documents of the Branch according to regulations.
- Perform other tasks assigned by the Director of the Vietnam Register.
