Below are the latest regulations on the conditions for renting worker housing in industrial parks in Vietnam.

According to Article 93 of the Housing Law 2023, the conditions for renting worker housing in industrial parks in Vietnam are as follows:
- Enterprises, cooperatives, federations of cooperatives producing within the industrial zone may rent worker accommodations in the industrial zone if they have a contract for leasing space in the industrial zone and are actively engaged in production and business activities within that zone. They must also have a contract for hiring and utilizing labor with the subjects specified in Clause 1, Article 91 of the Housing Law 2023.
- Subjects specified in Clause 1, Article 91 of the Housing Law 2023 may rent worker accommodations in industrial zones if they have a labor contract and confirmation from enterprises, cooperatives, federations of cooperatives producing within the industrial zone, or enterprises operating industrial zone infrastructure.
- The approval of eligible subjects for renting worker housing in industrial parks is carried out by the investor of the worker accommodation construction project within the industrial zone; in cases where enterprises, cooperatives, federations of cooperatives producing within the industrial zone rent accommodations to sublet to their workers, they are responsible for approval. The industrial zone management board is responsible for checking and approving eligible subjects for renting worker accommodations within the scope of their authority.
The entities eligible for support policies regarding worker housing in industrial parks in Vietnam as per Article 91 of the Housing Law 2023 include:
- Workers currently employed at enterprises, cooperatives, federations of cooperatives producing in industrial zones.
- Enterprises engaged in industrial zone infrastructure business; enterprises, cooperatives, federations of cooperatives producing in industrial zones investing in the construction of worker accommodations.
The type and requirements of worker housing development projects in industrial parks in Vietnam as per Article 95 of the Housing Law 2023 are outlined as follows:
- Investment projects to build worker accommodations in industrial zones involve the development of either a single construction or a complex of worker accommodation buildings within industrial zones.
- Projects defined in Clause 1, Article 95 of the Housing Law 2023 must meet the following requirements:
+ Align with the construction planning of the industrial zone;
+ Fulfill the housing area demands for workers in the industrial zone as identified in the provincial housing development program and plan;
+ Ensure a synchronized system of technical and social infrastructure, meeting all functional areas and space for living demands which include healthcare, cultural activities, playgrounds, fitness, sports, services, commerce, and public amenities;
+ Have separate fences and paths from production areas within the industrial zone, ensuring security and safety;
+ Evaluate environmental impacts in accordance with legal regulations on environmental protection.
- Investment projects for building worker accommodations in industrial zones must receive approval for investment policy and investor acceptance by the Industrial Zone Management Board, following the legal regulations applicable to housing construction investment projects. Additionally, they must oversee quality management, standard area control, and rent pricing for worker accommodations in the industrial zone.
