Regarding this issue, LawNet would like to answer as follows:
According to Article 6 of Resolution 96/2023/QH15, it stipulates the basis for assessing the level of trust for people receiving votes of confidence as follows:
- Political qualities, ethics, lifestyle, and compliance with the Constitution and laws, including the following contents:
+ Stance, viewpoint, political courage in implementing the Party's guidelines and policies, and the State's laws; preserve political qualities, ethics, and lifestyle; sense of responsibility at work; attitude of serving the people; diligence, frugality, integrity, integrity, public-mindedness, impartiality, honesty, impartiality, objectivity, initiative, creativity in performing assigned tasks and powers;
+ Compliance with the Constitution and laws; a sense of organizational discipline; the implementation of democratic centralism, self-criticism, and criticism; Implement the regulations of the agencies and units where you work; ability to gather, unite internally, and handle difficult, complex, and sensitive issues;
+ The implementation of what party members, cadres, and civil servants are not allowed to do and the responsibility to set an example; exemplary performance of themselves, their spouses, and their children in complying with the State's policies and laws.
- Results of implementing assigned tasks and powers, including the following contents:
+ Results of leadership, consulting, and organizing the implementation of the Party's guidelines and policies, the State's policies and laws in the field, and the scope of responsibility; dynamism, innovation, creativity, decisiveness, daring to think, daring to do, and daring to take responsibility in carrying out assigned tasks and powers;
+ Results of leadership and direction in implementing the Party's policies and the State's laws on fighting against corruption and negativity, practicing thrift, and combating waste; leadership results in organizational and staff work, attracting and appreciating talented people; inspection, inspection, and supervision work;
+ Quantity and quality of products; efficiency in carrying out assigned tasks and powers; level of task completion by organizations, agencies, and units under management;
+ Results of implementation of resolutions and conclusions on thematic supervision, questioning, and other resolutions and conclusions of the National Assembly, the National Assembly Standing Committee, and the People's Council; conclusions and recommendations of the Nationalities Council, Committees of the National Assembly, National Assembly delegations, National Assembly delegates, Standing Committee of the People's Council, Committees of the People's Council, Delegates of the People's Council and delegates of the People's Council; results of resolving complaints and denunciations; receiving and resolving petitions and feedback from voters and people in the field; and scope of responsibility; results of implementation of commitments and promised issues (if any).
- The results of the vote of confidence are used to evaluate officials as a basis for planning, mobilization, appointment, introduction of candidate officials, dismissal, and implementation of regimes and policies.

- A person collecting a vote of confidence with more than half to less than two-thirds of the total votes rated "low confidence" can resign; In the case of not applying for resignation, the Standing Committee of the National Assembly shall submit it to the National Assembly, and the Standing Committee of the People's Council shall submit it to the People's Council to conduct a vote of confidence at that meeting or the most recent meeting; In case a person has received a vote of confidence at the same time for many positions, the vote of confidence will be carried out once for those positions.
- The person collecting a vote of confidence has two-thirds or more of the total votes rated "low confidence" or more, the competent agency or person introduces that person to the National Assembly and the People's Council to elect, ratify, and submit to the National Assembly and the People's Council for dismissal or approval of the request for dismissal at that session or the most recent session; In the event that a person has received a vote of confidence for many positions at the same time, the dismissal or approval of the dismissal request for those positions will be carried out.

If the person who voted for confidence has more than half of the total votes rated "no confidence", the competent agency or person introduces that person to the National Assembly or the People's Council to elect or ratify and submit to the National Assembly or the People's Council for consideration and decision on the dismissal or approval of the request for dismissal of that person at that or the next session.
