Vietnam: List of State Secrets classified as “secret” in the field of finance and budget

According to the Decision No. 1923/QĐ-TTg of the Prime Minister of Vietnam, State secrets classified as “secret” include:

1. Financial and budget information:

Detailed reports, plans, explanations and data on state budget - financial policies submitted to the Central Committee, the Politburo, the National Assembly, the National Assembly's Committees, the Government in the event of a war to defend the Fatherland.

2. Information on national reserves:

- National reserve plans managed by the Ministry of Public Security and the Ministry of National Defense;

- The three-year financial plan, estimate and finalization of state budget expenditures for the national reserve managed by the Ministry of Public Security and the Ministry of National Defense;

- Absolute data on quantity and value of national reserve goods managed by the Ministry of Public Security and the Ministry of National Defense;

- Detailed planning on the system of national reserve warehouses managed by the Ministry of National Defense and the Ministry of Public Security.

3. Customs information:

- Decisions on making/termination of secret facilities dossiers, decisions on approval/termination/dismissal of secret facilities, the written request for verification of the person intending to build secret facilities, the registration card of the secret facility;

- The secret facility selection plan, the secret facility admission plan; periodical and unscheduled secret facility activities plans;

- Payment slips, payment vouchers and finalization of funds for the operation of the secret facility.
