The Cost Level of Protective Forest Maintenance from July 15, 2024

On May 24, 2024, the Government of Vietnam promulgated Decree 58/2024/ND-CP regarding investment policies in forestry, which details the cost levels for protective forest conservation to be effective from July 15, 2024.

Protected Forest Conservation Funding Rate from July 15, 2024

To be specific, the entities eligible for protected forest conservation funding include:

(1) Protective forest management boards;

(2) Special-use forest management boards;

(3) State-owned enterprises;

(4) Households, individuals, and community groups;

(5) Commune-level People's Committees managing forests not yet allocated or leased;

(6) Other entities as stipulated in clauses 3 and 4 of Article 8 2017 Forestry Law.

The funding rates for protected forest conservation allocated to the above entities are defined as follows:

(i) The entity specified in (1) will receive an average of 500,000 VND/ha/year from the State for the total area of the assigned protective forest, in addition to the regular operational funding for the forest management board's activities.

(ii) The entity specified in (2) will receive forest protection funding from the State as per point a, clause 2, Article 5 of Decree 58/2024/ND-CP.

(iii) The entities specified in (3), (4), and (6) will receive forest protection funding from the State as per point b, clause 2, Article 5 of Decree 58/2024/ND-CP.

(iv) The entity specified in (5) will receive an average of 150,000 VND/ha/year from the State for managing and protecting the assigned forest area.

(v) Forest protection funding for communes in regions II and III will be 1.2 times the average rate, and for coastal areas, it will be 1.5 times the average rate as specified in (i), (ii), (iii), and (iv).

(vi) The cost of initial forest protection file preparation for the entity specified in (4) is 50,000 VND/ha; management, inspection, and acceptance costs for forest protection are 7% of the total annual forest protection expenditure.
