Criteria for awarding the Commemorative Medal "For the Cause of Vietnam's Diplomacy" to individuals within the sector in Vietnam

The Minister of Foreign Affairs (Hanoi, Vietnam) issued Circular 01/2024/TT-BNG dated July 15, 2024, providing guidance on the Law on Emulation and Commendation in the diplomatic sector.

Criteria for awarding the Commemorative Medal "For the Cause of Vietnam's Diplomacy" to individuals within the sector in Vietnam

The “For the Cause of Vietnam's Diplomacy” commemorative medal is awarded to individuals within the diplomatic sector who meet one of the following standards:

- Leaders and former Leaders of the Ministry of Foreign Affairs (Hanoi, Vietnam) are not required to consider years of service when awarding the commemorative medal.

- Individuals with a total working period of 20 years or more for men and 15 years for women at the Ministry of Foreign Affairs and/or representative agencies; who have satisfactorily completed their assigned tasks during their period of service.

- Individuals transferred from other agencies to the Ministry of Foreign Affairs who have not met the service duration required for awarding the commemorative medal as stipulated in Point b of this Clause shall be awarded before retirement if they have at least 30 consecutive years of service for men and at least 20 consecutive years for women, including at least 10 years at the Ministry of Foreign Affairs and/or representative agencies.

- The period of service to be considered for awarding the commemorative medal is calculated as follows:

+ The working time is counted from the date of the recruitment or transfer decision to the date of petition for awarding the commemorative medal or to the date of the retirement decision; short-term contractual work time is not included in the period of service.

+ Individuals deputed for study, military service, or secondment to other agencies and then return to work at the Ministry of Foreign Affairs are considered to have continuous service in the diplomatic sector.

+ Individuals who have performed brave acts to save people or State and people's properties, resulting in injuries requiring treatment or convalescence, shall have their treatment or convalescence time counted as service duration.

+ Individuals with non-continuous service at the Ministry of Foreign Affairs and representative agencies shall have their total working time accumulated at units under the Ministry of Foreign Affairs and representative agencies; 12 months shall be considered as 01 year of service in the diplomatic sector.

- Individuals awarded commendations or titles during their service may be awarded the commemorative medal earlier than the specified time. The earlier awarding time applies once, based on the highest commendation or title as follows:

+ Recognized with the National Emulation Fighter title or awarded the Labor Order, proposed to be awarded the commemorative medal 5 years earlier.

+ Recognized with the Ministerial Emulation Fighter title or given the Prime Minister's Certificate of Merit, proposed to be awarded the commemorative medal 3 years earlier.

+ Recognized with the Basic Emulation Fighter title or given the Minister of Foreign Affairs' Certificate of Merit, proposed to be awarded the commemorative medal 2 years earlier.

- Other cases as decided by the Minister of Foreign Affairs (Hanoi, Vietnam).

Circular 01/2024/TT-BNG takes effect in Vietnam from August 29, 2024.
