The effectiveness of the implementation of Clause 1 and Clause 4, Article 15 of Circular 01/2022/TT-BTNMT dated January 07, 2022, by the Minister of Natural Resources and Environment of Vietnam, which details the implementation of the Law on Environmental Protection in responding to climate change (amended at points a and b, Clause 2, Article 1 of Circular 19/2023/TT-BTNMT dated November 15, 2023, by the Minister of Natural Resources and Environment amending and abolishing several circulars within the jurisdiction of the Minister of Natural Resources and Environment) is suspended. To be specific:

- The list of substances controlled, prohibited from being manufactured, imported, and consumed according to point d, Clause 5, Article 22 of Decree 06/2022/ND-CP is stipulated in Appendix III.1 attached to Circular 01/2022/TT-BTNMT.

- The list of products, equipment, and goods containing or produced from controlled substances according to point b, Clause 3, Article 92 of the Law on Environmental Protection is stipulated in Appendix III.4 attached to Circular 01/2022/TT-BTNMT.

Circular 38/2024/TT-BTNMT takes effect from the date of signing.

The suspension duration of the provisions stipulated in Article 1 of this Circular is implemented from the time this Circular takes effect until the time new legal documents regarding these contents become effective.

The Director-General of the Department of Climate Change is responsible for guiding and organizing the implementation of Circular 38/2024/TT-BTNMT.

The People's Committees of provinces and central-affiliated cities, the Departments of Natural Resources and Environment of provinces and central-affiliated cities; the heads of units under the Ministry, branches, and related organizations, and individuals are responsible for enforcing Circular 38/2024/TT-BTNMT.
