Report on the Pilot Issuance of Judicial Records at the District Level

In Directive 23/CT-TTg dated 2023 on promoting the reform of administrative procedures for issuing Judicial Record Cards to facilitate citizens and businesses, issued by the Prime Minister of the Government of Vietnam, there is a mention of piloting the issuance of Judicial Record Cards at the district level.

Report on Pilot Issuance of Judicial Record Cards at the District Level

The Prime Minister assigns the Ministry of Justice to take the lead and cooperate with the Ministry of Public Security and related agencies:

- Delegate the authority to the Department of Justice to access and search the Judicial Record Database at the National Judicial Record Center to serve the issuance of Judicial Record Cards, enhancing proactiveness, accountability, and reducing time and cost of implementation.

- Advise the Government of Vietnam in reporting to the National Assembly on piloting the decentralization of the issuance of Judicial Record Cards to the Justice Divisions under the People's Committees of districts in Hanoi City and Nghe An province, and to present to the Government of Vietnam as soon as possible.

- Promote digitization, complete the Judicial Record Database, and connect and share data to serve the issuance of Judicial Record Cards and resolve administrative procedures for citizens.

- Urgently review and propose a reduction in the fee for providing judicial record information to encourage the implementation of online public services, submitting to the Ministry of Finance as directed by the Prime Minister of the Government of Vietnam.

- Coordinate with the Ministry of Public Security to research and develop solutions for piloting the issuance of Judicial Record Cards through the VNeID application as required in Resolution 74/NQ-CP of 2023 by the Government of Vietnam.

Appendix issued with Directive 23/CT-TTg compiles 154 administrative procedures that require Judicial Record Cards.

Examples include: Appointing judicial assessors in construction for individuals not under the jurisdiction of the Ministry of Construction; Issuing the first Certificate of Operation for representative offices and branches of science and technology organizations;...
