On June 25, 2024, the Government issued Decree 67/2024/ND-CP amending Decree 76/2020/ND-CP elaborating to eligible entities, procedures and powers to issue, revoke and annul laissez-passers and Decree 77/2020/ND-CP prescribing management and use of information in national immigration database; online public services on issuance, management and control of passports of Vietnamese citizens; entry/exit control through automated border control gates

Application for issuance of laissez-passer in Vietnam as of August 9, 2024

The application for issuance of laissez-passer in Vietnam as of August 9, 2024, is as follows:

(1) One application form according to Form M01a issued with Decree 67/2024/ND-CP of Vietnam that has been fully filled out. For the following cases, the application form should be handled as follows:

  • For individuals specified in Clause 1, Point b of Clause 2, and Point b of Clause 3 of Article 4 of Decree 76/2020/ND-CP, the application form must have verification and be stamped across the photograph by the directly managing agency, organization, or enterprise;

  • For individuals lacking civil capacity, those with difficulties in cognition or behavior control as specified by the Civil Code, and those under 14 years old, the application form should be filled out and signed by the legal representative;

  • For those under 16 years old requesting a shared travel document for entry and exit in the border area between Vietnam and China with their parent, the application form must be filled out and signed by the parent.

(2) Two portrait photographs, size 4cm x 6cm. In case the individual under 16 years old requests a shared travel document with their parent, attach one 3cm x 4cm photograph of the child to the application form and submit another 3cm x 4cm photograph of the child to be affixed to the travel document.

(3) Other necessary documents for the following cases:

  • One copy of the Birth Certificate or Extract noting the birth registration in the civil status register issued by the competent authority of Vietnam for individuals under 14 years old who have not yet been issued a personal identity number; if a photocopy is submitted, the original must be presented for verification and comparison;

  • One certified copy of the legal document issued by the competent authority of Vietnam proving the legal representative for individuals lacking civil capacity, those with difficulties in cognition or behavior control as specified by the Civil Code 2015, and those under 14 years old; if a photocopy is submitted, the original must be presented for verification and comparison;

  • Previously issued travel document, if still valid;

  • An introduction letter from the agency, organization, or enterprise for cases where the submission of the application is delegated.
