Conditions for promotion to title of Grade II public employee specializing in resource and environment in Vietnam from August 15, 2024

Public employees holding professional titles specializing in resource and environment are eligible to apply for promotion to grade II if they meet the following standards and conditions:

- The standards and conditions specified in Clause 1, Article 32 of Decree 115/2020/ND-CP on recruitment, usage, and management of public employees (amended in Clause 16, Article 1 of Decree 85/2023/ND-CP).

- The job position plan of the public service provider is built and approved in accordance with the law, with job positions corresponding to the public employee titles being promoted.

- Authorized assignment for promotion registration.

- The duration of holding a rank III professional title in the registered specialization or an equivalent position for a minimum of 09 years (excluding probationary or trial periods). In cases with equivalent durations to a rank III professional title, there must be at least 01 year (12 months) of holding a rank III professional title in the registered specialization up to the deadline for submitting promotion registration documents (if the time holding a rank III professional title in the registered specialization is not continuous, it can be accumulated).

- During the period of holding a rank III professional title and its equivalent, authorized assignment for promotion registration must confirm in writing (with attached documentation) one of the following achievements:

• Leading or participating in science and technology tasks from the grassroots level upwards, approved and assessed by authorized entities to meet standards;

• Leading or participating in the implementation of plans, projects, programs, schemes, strategies in the sector, field, agency, or unit of employment, approved, ratified, or accepted at or above the required level by authorized entities, or put into use and confirmed by the head of the agency or unit;

• Leading or participating in the development of legal normative documents issued by authorized entities and confirmed by the head of the agency or unit;

• Leading or participating in the development of regulations, technical procedures, or professional guidance documents in the sector, field, agency, or unit of employment, issued and confirmed by authorized entities and the head of the agency or unit;

• Achievements in professional tasks recognized with commendation by the Ministry, branch, province, or higher, or achievements in professional tasks recognized with the title of basic Emulation Soldier or higher.
