Additional regulations on improving the quality of the irrigation systems of communes and districts of Vietnam

• Review and complete mechanisms, policies, and guidelines to improve and enhance the quality of the irrigation system; support the main policy contents for developing small-scale irrigation, in-field irrigation, and advanced, water-saving irrigation as stipulated in Decree 77/2018/NĐ-CP;

• Review, adjust, and supplement irrigation content into the planning for district-level regional construction and general commune construction planning;

• Build new, renovate, and upgrade irrigation works in line with the general commune construction planning and district-level regional construction planning, creating connections between communes;

• Invest in building in-field irrigation works associated with field embellishments, applying advanced farming methods, water-saving irrigation, and reducing greenhouse gas emissions;

• Establish and strengthen organizations managing and exploiting irrigation works to ensure effective and sustainable operations; Mobilize public participation, apply scientific and technological advances, and technical progress in investing in, managing, and exploiting irrigation works; Train and improve the management and exploitation capacity of organizations and individuals involved in managing and operating irrigation works;

• Perform maintenance on irrigation works as regulated; conduct inventory, control, and handle violations within the scope of protecting works and wastewater sources discharged into irrigation works, ensuring the safety of the works and water quality in irrigation works;

• Build some models of smart irrigation and water-saving irrigation as a basis for replication and propose appropriate mechanisms and policies;

• Inform and communicate state policies, laws, and guidelines on managing and exploiting irrigation works to raise public awareness about the importance of protecting the works, protecting water quality, and using water efficiently;

• Develop national standards and technical regulations, and economic and technical norms in investing, managing, and exploiting irrigation works;

• Develop and disseminate technical guidelines and handbooks to improve and enhance the quality of irrigation systems, implement irrigation criteria.
