On 28/6/2024, the Ministry of Health (Hanoi, Vietnam) issued Official Dispatch 3646/BYT-BH providing guidelines on some aspects regarding data transmission in Vietnam as of July 1, 2024 in accordance with Decision 4750/QD-BYT.

Specifically, to facilitate and minimize issues during the transition phase of the data reception portal for the Health Insurance Information System of Vietnam Social Security (VSS), after reaching an agreement with VSS, the Ministry of Health (Hanoi, Vietnam) provides the following guidelines:

  • The dossiers generated in June 2024 that were submitted to the data reception portal before 00:00 on 06/7/2024 according to the Data Standard prescribed in Decision 4210/QD-BYT dated 20/9/2017 by the Minister of Health, which regulates the standard and data format for output data used in management, verification, and payment of medical examination and treatment costs covered by health insurance (abbreviated as Standard 4210), with errors will have the replacement dossiers submitted according to Standard 4210 no later than 5 days from receiving the notification on the data reception portal but no later than 24:00 on 31/7/2024, and will be verified and settled by the Social Security agency in Q2/2024. The data reception portal will completely stop accepting initial data submissions according to Standard 4210 from 00:00 on 06/7/2024.

  • The electronic dossiers generated from 00:00 on July 1, 2024 (including the dossiers with hospital admission date (NGAY_VAO) before July 1, 2024, discharge date (NGAY_RA) from July 1, 2024, and cases where the dossier was submitted according to Standard 4210 before July 1, 2024 but lacks the information NGAY_TTOAN and supplements the information NGAY_TTOAN from July 1, 2024) must submit data according to the Data Standard prescribed in Decision 4750/QD-BYT (abbreviated as Standard 4750) on the data reception portal at the following address: https://gdbhyt.baohiemxahoi.gov.vn (technical documentation for integration sent by VSS attached to this Official Dispatch).

  • During the period from July 1, 2024 to the end of 30/9/2024, the electronic dossiers with errors due to software issues during the data standard transition will be marked as "Error Dossier" by the data reception portal, with specific error descriptions, and the medical facilities are responsible for corrections and submitting replacement dossiers within 5 days from receiving the "Error Dossier" notification. In cases of force majeure, the facilities must notify the Social Security agency where the health insurance contract is signed and specify the correction period, but not exceeding 30 days from receiving the "Error Dossier" notification. The medical facilities will be held accountable if the data is not submitted according to Standard 4750, insufficient for the Social Security agency to make advances, verify, and pay.

  • The electronic dossiers submitted to the data reception portal from 00:00 on 01/10/2024 must comply with the current regulations.

Upon receiving this official dispatch, the Ministry of Health requests the heads of units to promptly and urgently direct the implementation and organize the execution. Directors of medical facilities nationwide are to directly instruct the relevant departments to ensure compliance with the aforementioned guidelines and bear full responsibility if data is not submitted according to Standard 4750.
