- Vietnamese fishermen on boats, vessels fishing at sea using mobile phones for search and rescue operations;

- Members of the Central Steering Committee for Natural Disaster Prevention and Control directing, managing, preventing, and controlling natural disasters;

- Users of fixed landline phones calling for assistance to look up fixed landline subscriptions;

- Poor or near-poor households using postpaid fixed landline or mobile phones;

- Vietnamese fishermen on boats, vessels fishing at sea using maritime mobile phones through the coastal radio information system;

- Schools, hospitals, and commune-level People's Committees accessing fixed broadband Internet postpaid;

- Satellite hospitals and nuclear hospitals according to Decision No. 774/QD-BYT;

- Provincial radio and television stations broadcasting essential political service and propaganda programs.

Circular 08/2016/TT-BTTTT is effective from May 15, 2016.
