This is an important provision stipulated in Directive 33/CT-TTg of the Prime Minister of the Government of Vietnam on strengthening the management, reuse, recycling, treatment, and reduction of plastic waste, issued on August 20, 2020.
In order to continue enhancing the effectiveness of the management activities, reuse, recycling, and treatment of used plastics, and to minimize plastic waste emissions into the environment, the Prime Minister of the Government of Vietnam requests the Ministry of Natural Resources and Environment to review and amend, supplement Decision 16/2015/QD-TTg on the collection and treatment of discarded products as follows:
- Strengthen the responsibilities of manufacturers, importers, brand owners, distributors, and both modern and traditional retailers in the collection and recycling of waste;- Include product packaging in the list of discarded products that must be collected and recycled;
At the same time, the Ministry is responsible for researching and proposing mechanisms to encourage and support enterprises and waste recycling facilities that comply with environmental protection laws; promoting public-private cooperation models, business models, sharing economy, and fostering initiatives and participation from associations, organizations, and enterprises to minimize, reuse, and recycle solid waste and plastic waste.
