From July 1, 2016, the conditions for using seals in state agencies and organizations that use seals not covered by the Enterprise Law, Investment Law shall be implemented according to Decree 99/2016/ND-CP. To be specific:

- Agencies, organizations, and state titles shall use their seals only when specified by legal documents or decisions of competent authorities; the seal sample must be registered before use;- The use of the seal bearing the National Emblem must be prescribed by law, ordinance, decree, or decision of the Prime Minister of the Government of Vietnam which stipulates the functions, tasks, powers, and organizational structure of the agency or organization, or as stipulated in international treaties to which Vietnam is a member;- Agencies, organizations, and state titles with the function of issuing diplomas, certificates, and documents with photos or sealing documents as prescribed are permitted to use embossing seals, miniature seals, or sealing wax;- Agencies, organizations, and state titles are allowed to use only one seal according to the prescribed pattern.

Decree 99/2016/ND-CP replaces Decree 58/2001/ND-CP, Decree 31/2009/ND-CP.
