The Minister of the Ministry of Culture, Sports and Tourism issued Circular 04/2023/TT-BVHTTDL on April 4, 2023 regulating the economic-technical norms for the establishment and adjustment of outdoor advertising planning.

How to Determine Economic-Technical Norms for Outdoor Advertising Activities

Specifically, the economic-technical norms for outdoor advertising activities are determined as follows:

- Norms for each task = Number of experts x Expert salary x Workdays.

- Equipment rental costs = Number of machines, equipment x Rental days (corresponding expert workdays) x Rental price/machine, equipment.

- Survey vehicle rental costs = Number of surveyed kilometers x Price/km.

- Photo and map printing costs = Number of photos, maps x Printing price/photo, map.

Principles for Applying Economic-Technical Norms to Outdoor Advertising Activities

When applying economic-technical norms for outdoor advertising activities, individuals and organizations must adhere to the principles stipulated in Circular 04/2023/TT-BVHTTDL. Specifically:

- The norms stipulated in Circular 04/2023/TT-BVHTTDL are the maximum norms to carry out the contents of the planning and adjustment tasks.

- Based on the requirements for planning and adjustments, if it is necessary to carry out fundamental research tasks, the norms should be applied according to current legal regulations, submitted for decision by the competent authority.

- For items without established norms or prices:

The unit preparing the estimate should, based on technical and technological requirements and actual conditions, provide explanations, construct norms, and prices, or refer to market prices, appraisal prices of the competent authority or organization. Alternatively, they may apply similar norms and prices from other projects or tasks approved by the competent authority within 12 months from the date the other project's budget was approved to the date the unit submits the budget for approval.
