Decision 38/2016/QD-TTg stipulating certain policies for the protection and development of forests and investment support for infrastructure, assigning public utility tasks to agricultural and forestry companies.

Organizations, households, individuals, and communities planting forests on barren land and bare hills designated as production forests shall receive financial support from the state budget at the following support rates:

- For planting large timber species (harvested after 10 years of age), multipurpose trees, and indigenous species, the support rate is 8 million VND/ha; for planting small timber species (harvested before 10 years of age) and scattered trees (equivalent to 1,000 trees/ha), the support rate is 5 million VND/ha.

Thus, the support rate for planting large timber species (harvested after 10 years of age), and indigenous species has increased by 3.5 million VND/ha; the support rate for planting small timber species (harvested before 10 years of age) has increased by 2 million VND/ha.

- Planting production forests in border communes, the provinces of Son La, Lai Chau, Dien Bien, and the Central Highlands region shall receive an additional support of 2 million VND/ha on top of the above-mentioned support rates.

Decision 38/2016/QD-TTg took effect on November 01, 2016, replacing Decision 147/2007/QD-TTg and Decision 66/2011/QD-TTg.
