The Ministry of Industry and Trade has just issued Circular 21/2016/TT-BCT stipulating the implementation of the Rules of Origin of goods under the Vietnam - Eurasian Economic Union Free Trade Agreement (VN - EAEU FTA).

agencies, organizations, and individuals participating in activities related to the origin of goods under the VN-EAEU FTA Agreement shall comply with the guidelines in the Annexes issued with Circular 21:

- Rules of origin of goods (Annex I);- Specific product rules (Annex II);- List of island countries according to Article 10 of Annex I (Annex III);- Template of the Certificate of Origin Form EAV, Supplementary Declaration of the Certificate of Origin Form EAV, and guidelines for declaring the Certificate of Origin (Annex IV);- List of Organizations issuing Certificates of Origin of Vietnam (Annex V).

Circular 21/2016/TT-BCT takes effect from October 05, 2016.
