The medical examination and treatment facilities under the Ministry of National Defense may cooperate with domestic and foreign organizations and individuals or independently organize humanitarian medical examination and treatment teams in forms such as on-site teams or mobile teams to carry out humanitarian medical examination and treatment.

Circular 103/2016/TT-BQP takes effect from August 20, 2016.
