Guidance on determination of the National product list in Vietnam as of August 1, 2024

On June 12, 2024, the Minister of Science and Technology of Vietnam issued Circular 04/2024/TT-BKHCN on the management of the National Product Development Program until 2030.

Guidance on determination of the National product list in Vietnam as of August 1, 2024

Article 7 of Circular 04/2024/TT-BKHCN stipulates the determination of the National product list in Vietnam as follows:

  • National products selected for development must meet the regulations specified in Clause 1, Section II, Article 1 of Decision 157/QD-TTg dated February 1, 2021.

  • The ministries managing industries, fields, and provincial People’s Committees shall base their selection of national products on regulations and prepare a National Product Proposal Form (Form A1-DX-SPQG) as prescribed in Circular 04/2024/TT-BKHCN and submit it to the Ministry of Science and Technology.

  • The Ministry of Science and Technology consolidates, reviews, and evaluates national product proposals from managing ministries, fields, and provincial People’s Committees, then submits them to the Prime Minister for approval in the National Product List. The Minister of Science and Technology reviews and submits to the Prime Minister for decision any priority national products for development as directed by the Government and the Prime Minister.

  • Based on the proposal from managing ministries, fields, and provincial People’s Committees as stipulated in Clause 2, Article 7 of Circular 04/2024/TT-BKHCN, the Ministry of Science and Technology consolidates, reviews, evaluates, and submits to the Prime Minister for consideration and decision on any amendments or additions to the National Product List.

  • For national products that have been approved by the Prime Minister in the National Product Development Program until 2020 and need continued support to expand production scale, improve quality, and enhance competitiveness in the National Product Development Program until 2030, the managing ministries, fields, and provincial People’s Committees should base their needs on the actual situation, consolidate demands, and send them to the Ministry of Science and Technology for consolidation, review, and submission to the Prime Minister for approval.
