Methods of inspecting and testing frames of motorcycles and mopeds in Vietnam

The National Technical Regulation on Frame of Motorcycles and Mopeds is promulgated together with Circular No. 20/2024/TT-BGTVT, registration code: QCVN 30:2024/BGTVT.

QCVN 30:2024/BGTVT stipulates technical requirements and testing methods applicable to frames of two-wheel motorcycles and mopeds (hereinafter referred to as “frames”)

QCVN 30:2024/BGTVT does not apply to frames used for national defense and security.

QCVN 30:2024/BGTVT applies to frame manufacturing, assembly, and import facilities; facilities manufacturing and assembling two-wheel motorcycles and mopeds and organizations and individuals relevant to the testing, inspection, and certification of technical safety and quality of frames.

Methods of inspecting and testing frames of motorcycles and mopeds in Vietnam

According to QCVN 30:2024/BGTVT, frames that are manufactured, assembled, and imported shall be inspected, tested, and certified under regulations on technical safety, quality, and environmental protection for components and spare parts of two-wheel motorcycles and mopeds.

**Technical documents and test samples

When registering for tests, registering facilities shall provide technical documents and test samples as follows:

(1) Technical documents

- General drawings of frames and drawings of neck tubes, main bodies, and frame bodies.

- Registration of technical specifications, including the mandatory information prescribed in the Appendix of this Regulation.

(2) Test samples

1 product frame with a frame number.

1 product frame with a frame number with suspension, transmission, and control systems and seats installed

**Testing reports

Testing facilities shall prepare testing reports for contests prescribed in Article 2 of QCVN 30:2024/BGTVT.

Circular No. 20/2024/TT-BGTVT comes into force as of December 5, 2024, annuls Clause 4 Article 1 of Circular No. 36/2010/TT-BGTVT, and has the following transitional provisions:

- Regarding testing records registered before December 5, 2024, quality testing and certification shall be continued under QCVN 30:2010/BGTVT;

- Tested or certified frames of motorcycles and mopeds in conformity with QCVN 30:2010/BGTVT within 1 year from December 5, 2024 are exempted from re-testing.
