On June 12, 2024, the Minister of Science and Technology of Vietnam issued Circular 04/2024/TT-BKHCN on the management of the National Product Development Program until 2030.

Article 8 of Circular 04/2024/TT-BKHCN stipulates the development of a Framework Proposal and the identification of a list of science and technology tasks for national product development as follows:

• Based on the Prime Minister's Decision approving the list of national products, the Ministry of Science and Technology announces a call for proposals and the deadline for submitting the National Product Implementation Proposal Form.

• Sectoral management ministries, departments, and provincial People's Committees choose and compile proposals from organizations and individuals (if any), developing the National Product Implementation Proposal Form according to the regulations in Form A2-DXTK-SPQG issued together with Circular 04/2024/TT-BKHCN and submit it to the Ministry of Science and Technology.

• The Ministry of Science and Technology leads, cooperates with relevant sectoral management ministries, departments, provincial People's Committees, and experts (if necessary) to compile the proposed content, develop the Detailed Explanation for the Framework Proposal for national product development according to Form A3-TMĐAK-SPQG and draft the Framework Proposal for national product development along with a list of science and technology tasks for national product development within the Framework Proposal according to Form A4-ĐAK-SPQG issued together with Circular 04/2024/TT-BKHCN.

Form A3-TMĐAK-SPQG

• The Ministry of Science and Technology organizes the approval of the Framework Proposal, identifies science and technology tasks for national product development within the Framework Proposal according to the provisions of Article 9 and Article 10 Circular 04/2024/TT-BKHCN. The Minister of Science and Technology approves the Framework Proposal and the list of science and technology tasks for national product development within the approved Framework Proposal according to Form A8-QĐ-ĐAK-DMNV-SPQG issued together with Circular 04/2024/TT-BKHCN after obtaining written comments from relevant sectoral management ministries, departments, and provincial People's Committees.

• Within no more than 15 days from the approval date, the Ministry of Science and Technology publicly announces the science and technology tasks for national product development to be ordered for the plan year on the National Science and Technology Task Management System and the Ministry's Information Portal for selection or direct assignment to qualified organizations and individuals for implementation.

Depending on the approved list and the actual situation, the Ministry of Science and Technology announces publicly the ordered science and technology tasks for national product development for subsequent plan years on the National Science and Technology Task Management System and the Ministry's Information Portal for selection or direct assignment to qualified organizations and individuals for implementation.

The selection and direct assignment process follows the regulations in Chapter III Circular 04/2024/TT-BKHCN.

• Depending on the actual situation, the Ministry of Science and Technology of Vietnam considers and decides to adjust, supplement the Framework Proposal and the list of science and technology tasks for national product development within the Framework Proposal.

The adjustment and supplementation process follows the procedures for approval as specified in Clauses 2, 3, 4, Article 8 Circular 04/2024/TT-BKHCN.
