Government of Vietnam's Unified Opinion on Regulations for Deducting Points from Driver's Licenses

This is the notable content in Resolution 123/NQ-CP of the Government of Vietnam regarding the special session of the Government of Vietnam on legislative development in August 2020.

The Government of Vietnam unanimously stipulates that the points on a driver's license are an administrative management measure (not a form of administrative sanction).

A driver's license is issued with 12 points per year. If within one year all points are deducted, a driver must retake the driving license test. If not all points are deducted, 12 points will be reinstated for application in the following year. If there are no violations within one year, points will be added, meaning there will be a form of point addition (or point restoration) for the driver’s license annually.

Based on that, the Government of Vietnam will specifically stipulate the authority, grounds, procedures, and implementation process to ensure simplicity, reasonableness, and to avoid inconvenience for the citizens.

Concurrently, the Government of Vietnam will specifically stipulate the acts and groups of acts violating road traffic order and safety that result in the revocation of the driver's license in the relevant decree on administrative sanctions.
