General Department of Taxation Implements the "Lucky Invoice" Program for 2024

To implement the “Lucky Invoice” program nationwide, the General Department of Taxation issued Official Dispatch 3199/TCT-DNNCN on August 29, 2022, Official Dispatch 3981/TCT-DNNCN on October 28, 2022, and Official Dispatch 3072/TCT-DNNCN on July 21, 2023, which specifically guide the roadmap, main contents to be implemented, the prize payment budget, electronic invoice database, guidance on solving some implementation problems, and continued implementation of the “Lucky Invoice” program.

To continue implementing the program in 2024, the General Department of Taxation requests the Tax Departments of provinces and cities to:

- Continue promoting propaganda efforts, cooperate with propaganda agencies, news agencies, radio stations, television stations, and VCCI branches/representative offices in the area to organize propaganda, disseminate the benefits for consumers when collecting invoices for purchased goods and services to encourage and create a civilized consumption habit.

Through this, individuals and consumers understand and accompany the tax authorities in monitoring the business activities of enterprises, contributing to creating a transparent business environment and efficient tax management. At the same time, promote propaganda about the announcement ceremony of the “Lucky Invoice” program results for each draw to ensure wide dissemination to the local population.

- Regarding the prize payment budget for the “Lucky Invoice” program, the General Department of Taxation allocates from the administrative management expenditure budget outside the norm for the Tax Departments to implement. In addition to the budget allocated by the General Department of Taxation for this expenditure, the Tax Departments proactively balance and use the regular operating expenditure budget and local support funds (if any) to implement according to the prize structure of the Tax Department.

The General Department of Taxation will supplement the budget for implementing the “Lucky Invoice” program up to the maximum level guided in Official Dispatch 3199/TCT-DNNCN.

The “Lucky Invoice” program continues to be implemented nationwide in 2024 as per the above guidance and the guidance in previous Official Dispatches. In case of any changes, the General Department of Taxation will provide instructions in writing.
