Criteria for Selecting Individuals for Training and Development in Science and Technology

The Ministry of Science and Technology (MOST) promulgates Circular 13/2016/TT-BKHCN on the management of the Scheme for training and fostering scientific and technological human resources domestically and abroad using the State budget.

The selection of individuals to be sent for training, capacity building as experts, research groups, and postdoctoral prospects is based on the following criteria:

- Professional qualifications and scientific and technological achievements;- Quality of the research project proposal expected to be implemented during the training and capacity building period;- Priority is given to research project proposals under national scientific and technological Schemes; especially those that are particularly important or urgent, affecting health, security, defense, or technology transfer;- Priority is given to individuals receiving partial financial support for training and capacity building from non-state budget sources.

Circular 13/2016/TT-BKHCN is effective from September 1, 2016.
