Construction of 04 Documents Guiding the Law on Management and Protection of Defense Works and Military Zones

Law on Management and Protection of National Defense Projects and Military Zones was passed by the National Assembly of the XV Legislature at the 6th session on November 24, 2023, and will take effect from January 1, 2025.

Development of 04 Guiding Documents for the Law on Management and Protection of National Defense Projects and Military Zones

The development of detailed regulations and measures for the implementation of the Law on Management and Protection of National Defense Projects and Military Zones includes the following:

(1) Develop a Decree on the classification, grouping, and determination of the protection scope for national defense projects and military zones.

- Lead agency: Ministry of National Defense.

- Coordinating agencies: Ministry of Justice, other ministries, central authorities, and relevant agencies.

- Submission deadline to the Government of Vietnam: Before October 15, 2024.

(2) Develop a Decree detailing certain provisions of the Law on Management and Protection of National Defense Projects and Military Zones.

- Lead agency: Ministry of National Defense.

- Coordinating agencies: Ministry of Justice, other ministries, central authorities, and relevant agencies.

- Submission deadline to the Government of Vietnam: Before October 15, 2024.

(3) Develop Decisions by the Prime Minister on the management and protection of national defense projects and military zones classified as Special Groups according to the Law's provisions.

- Lead agency: Ministry of National Defense.

- Coordinating agencies: Ministry of Justice, relevant ministries, central authorities, and local governments.

- Submission deadline to the Prime Minister of the Government of Vietnam: Before October 15, 2024.

(4) Develop a Circular by the Ministry of National Defense detailing the implementation of certain provisions of the Law on Management and Protection of National Defense Projects and Military Zones.

- Lead agency: Ministry of National Defense.

- Coordinating agencies: Relevant ministries, central authorities, and agencies.

- Issuance deadline: Before November 15, 2024.

** Organization for Monitoring, Inspection, and Reporting on the Implementation of the Law

- Lead agency: Ministry of National Defense.

- Coordinating agencies: Ministries, central agencies, agencies under the Government of Vietnam, People's Committees of provinces and centrally-run cities.

- Implementation period: Periodically and upon request.
