On March 29, 2024, the Minister of Education and Training issued Circular 05/2024/TT-BGDDT stipulating standards and conditions for considering the promotion of professional titles of public employees teaching at public higher education institutions and pedagogical colleges.

Conditions for Promotion to Senior Lecturer Title From June 1, 2024

Public university lecturers may apply for promotion to the senior lecturer title (Grade I), code V.07.01.01, if they meet the following standards and conditions:

- There is a demand and an available position for the promotion within the public university, and the competent authority approves the candidate's participation in the promotion examination.

- Currently holding the title of principal lecturer (Grade II), code V.07.01.02.

- Rated as completing tasks well or above in the year immediately preceding the promotion year, having good political qualities and professional ethics, not under any disciplinary action, and not currently subject to any disciplinary regulations pursuant to the rules of the Communist Party and the law.

- Meeting the minimum working time requirements for holding the principal lecturer title (Grade II), code V.07.01.02; satisfying the standards of training, fostering, professional qualifications, and capacities of the senior lecturer title (Grade I), code V.07.01.01, as stipulated in Clauses 2 and 3, Article 7 of Circular 40/2020/TT-BGDDT and amended, supplemented in Circular 04/2022/TT-BGDDT.

Circular 31/2021/TT-BGDDT which stipulates the standards, conditions, content, form, and determination of successful candidates in the promotion examination for public employee teaching titles in pedagogical colleges and public universities shall expire once Circular 05/2024/TT-BGDDT takes effect.
