Conditions for Issuing Operational Licenses for Hospitals under the People's Armed Forces

the Government of Vietnam promulgated Decree 16/2024/ND-CP on February 16, 2024, concerning practitioners of medical examination and treatment and medical examination and treatment establishments belonging to the people's armed forces.

Conditions for Issuing Operational Licenses for Hospitals Affiliated with the People’s Armed Forces

The conditions for issuing operational licenses for hospitals are implemented in accordance with Article 18 of Decree 16/2024/ND-CP and the following conditions:

(1) The scale must have a minimum of 30 hospital beds.

(2) Organization of departments:

- Have at least 02 out of 04 departments (internal medicine, surgery, obstetrics, pediatrics) for general hospitals or one appropriate clinical department for specialized hospitals;

- Outpatient department: Must have a patient reception section, an emergency section, consultation rooms, and a minor surgery room (if minor surgeries are performed);

- Paraclinical department: Must have at least one laboratory room and one imaging diagnosis room;

- Must have a pharmacy and equipment department;

- Other specialized departments and rooms must be appropriate to the scale, function, and responsibilities;

- There must be rooms, departments, boards, and sections responsible for functions related to general planning, human resource organization, quality management, nursing, financial accounting, infection control, information technology, nutrition, and other necessary functions.

(3) Facilities:

Depending on the scale, the hospital must be designed and constructed to meet the following conditions:

- Arrange sections to ensure professional activities according to a centralized, continuous, and closed model;

- Ensure the minimum construction floor area is 50 m²/bed or more; the minimum width of the hospital frontage must be 10 m;

- Have a backup power supply system.

(4) Equipment: There must be sufficient means for emergency transportation inside and outside the hospital. In the absence of outside emergency transportation means, there must be a contract with a licensed medical examination and treatment facility with the scope of professional activities to provide emergency transportation services for patients.

(5) Human resources:

- The number of full-time practitioners in each department must be at least 50% of the total number of practitioners in that department;

- Heads of specialized departments must be full-time practitioners at the hospital;

- Heads of other departments not subject to practitioner licensing must have a university degree in an appropriate field related to the assigned work and must be full-time practitioners at the hospital.

Decree 16/2024/ND-CP comes into effect from the date of issuance.
