From July 1, 2016, organizations and individuals engaged in the business of training and fostering knowledge for real estate brokerage (BDs), and operating real estate trading floors must ensure compliance with the conditions stipulated in Decree 79/2016/ND-CP. To be specific:

- It is an organization established and operating in Vietnam; has the function of vocational education or training at college, university, or postgraduate level as prescribed;- Ensures that its facilities and classrooms have sufficient seating for students and have places for students to practice real estate brokerage knowledge and operate real estate trading floors;- Has curriculum or teaching materials appropriate to the framework training program issued by the Ministry of Construction;- Has at least 30% of the total lecturers on payroll or with indefinite-term contracts (with insurance provision) registered to participate in teaching in accordance with the framework training program as guided by the Ministry of Construction.
