Components of economic - technical norms for irrigation planning activities in Vietnam

The Ministry of Agriculture and Rural Development of Vietnam has just issued the Circular No. 11/2020/TT-BNNPTNT promulgating technical regulations and economic-technical norms for irrigation planning activities and irrigation basic inspection.

According to Circular No. 11/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, components of economic - technical norms include:

- The job content includes the main and secondary operations to perform the job step;

- Difficulty classification includes: jobs not included in the norms, application conditions and adjustment coefficients;

- Jobs that are not included in the norm are jobs that are not included in the cost of labor, materials, tools and equipment in this norm;

- The quantity of labor includes the number and structure of the labor composition that is organized to perform each specific job based on the nature, complexity, and professional requirements of the job;

- Labor norm is the direct labor time to produce a product and the labor time directly serving in the process of product inspection and acceptance according to the inspection and acceptance regulations, the unit of calculation is the work group/product unit. For ordinary jobs, one work hour counts as 8 hours;

- Specifications of materials, tools and equipment.
