On May 16, 2024, the Minister of Natural Resources and Environment promulgated Circular 05/2024/TT-BTNMT stipulating the relocation, change in position, and dissolution of groundwater resource monitoring stations.

Cases Requiring Relocation or Change in Position of Groundwater Resource Monitoring Stations

- There is a decision to repossess land for national defense, security purposes, or for socio-economic development in the national and public interest, including the repossession of land for the construction of monitoring stations.

- The monitoring station is damaged beyond repair to meet the monitoring purpose.

- Due to natural impacts or socio-economic activities, the monitoring station no longer meets the design objectives and tasks.

General Principles for Relocating, Changing the Position of Groundwater Resource Monitoring Stations

- The relocation, change of position, or dissolution of groundwater resource monitoring stations must comply with legal regulations and inherit public asset management, finance, and organizational and personnel arrangements of public organizations tasked with performing the duties; and must be appropriate to the trends and requirements of each socio-economic development phase.

- When relocating, changing the position, or dissolving groundwater resource monitoring stations, it is necessary to maximize integration with the meteorological, hydrological, environmental monitoring network, and other related fields to ensure the inheritance and utilization of existing technical facilities and observer teams.

- The new position must be in accordance with planning; ensure the connectivity and synchronization of the monitoring data chain; and ensure the provision of information and data about the monitored object for state management.

- Organizations or individuals that directly or indirectly cause the groundwater resource monitoring stations to no longer meet task requirements, necessitating the relocation, change of position, or dissolution, are responsible for compensation according to legal regulations.
