On June 3, 2016, the Ministry of Finance issued Circular 78/2016/TT-BTC amending certain contents regarding the guidance on policies, collection, submission, management, and use of road usage fees according to the means of transport as stipulated in Circular 133/2014/TT-BTC.
Circular 78 has abolished the provision for road toll collection for two-wheeled motorcycles, three-wheeled motorcycles; motorbikes and similar vehicles (collectively referred to as motorbikes).
Thus, starting from June 5, 2016, the road toll collection for motorbikes will officially be halted.
Previously, on April 20, 2016, the Government of Vietnam issued Decree 28/2016/ND-CP abolishing the provisions related to road toll collection for motorbikes stipulated in Decree 56/2014/ND-CP and Decree 18/2012/ND-CP.
The promulgation of Circular 78/2016 has unified the regulations, avoiding overlapping, and preventing difficulties for the public and competent authorities in application.
Circular 78/2016/TT-BTC takes effect from June 5, 2016.
