1. Tasks of the Minister of Education and Training in Vietnam

Minister Nguyen Kim Son has the following Tasks:

- Leading and comprehensively managing all activities within the functions, tasks, and powers of the Ministry and the Minister as prescribed in the Law on Government Organization, the Government's working regulations.
and other relevant legal documents.

- Directly directing the following fields: Strategy, planning, and development plan of education and training; staff organization; emulation and commendation work; legal work; administrative reform work; inspection work; press, media, and education.

- Directly in charge of the unit: Department of Organization and Personnel.

- Directly in charge of the following areas: Cities directly under the Central Government.

- Participating in Steering Committees, Councils, Committees, Associations, Associations: Chairman of the State Council of Professors; Vice Chairman of the Central Council for National Defense and Security Education, Military Zone; Vice Chairman of the National Council for Education and Human Resource Development; Standing member of the National Committee for Education and Training Innovation; Vice Chairman of the National Committee on Children; Member of the National Committee on e-Government; Member of the National Committee on Digital Transformation; Member of the National Planning Council; The Central Steering Committee for national target programs and other tasks as assigned by the Party and State; Chairman of the Emulation and Commendation Council of the Ministry.

- Being the number 1 account holder of the Ministry.

- Perform Tasks of Government members and other tasks assigned by the Government and Prime Minister of Vietnam.

2. Tasks of Deputy Ministers of Education and Training in Vietnam

(1) Tasks of Deputy Minister Nguyen Van Phuc

- In charge of the following fields: Science, technology, and environment; international cooperation in education and training; defense and security education; digital transformation and application of information technology in the assigned field.

Assisting the Minister in directing the specific legal work as assigned by the Minister.

- In charge of the following units: Department of Science, Technology, and Environment; Legal Services; Department of International Cooperation; Department of Education for National Defense and Security; SEAMEO Regional Training Center in Vietnam; SEAMEO Regional Center for Lifelong Learning in Vietnam; Vietnam Institute of Educational Sciences; Institute for Advanced Study in Mathematics.

- In charge of areas: Central Highlands and Southeast provinces.

- In charge of Projects and Programs: Project on Improving the Efficiency of Cooperation in Human Resource Development between Vietnam and Laos; National Key Program for the Development of Mathematics in the Period of 2021 to 2030.

- Participating in Steering Committees, Councils, Committees, and Associations: Central Council for Coordination of Law Education Dissemination; National Science and Technology Council; Head of the Anti-Terrorism Steering Committee of the Ministry of Education and Training; Department of Veterans Affairs Association; You

Directing the Project on training and fostering leaders and managers abroad with the State budget (Project 165).

- Being the Commander of the Military Command of the Ministry of Education and Training.

- Performing other Tasks as assigned by the Minister.

(2) Tasks of Deputy Minister Pham Ngoc Thuong

- In charge of the fields: General education; Continuing Education; accrediting and evaluating the quality of national and international general education; streamlining and guiding students' careers; planning - financial sector; developing a contingent of teachers and educational administrators; school facilities and equipment; anti-corruption, negative, thrift practice, and anti-waste; socialization of education; planning work; prevention of floods, storms, natural disasters, and climate change; publishing; Party and Youth Union work; trade union work in ministries' agencies; digital transformation and application of information technology in the assigned field.

Assisting the Minister in directing the specific work of the inspection as assigned by the Minister.

- In charge of the following units: Department of Primary Education; Department of Secondary Education; Continuing Education Department; Financial Planning Services; Department of Facilities; Inspect; Department of Teachers and Education Administrators; Party Office - Union; Project Management Board of the Ministry of Education and Training; School Design Research Institute; Vietnam Education Publishing House; National Foreign Language Project Management Board.

- In charge of areas: Red River Delta provinces and Mekong Delta provinces.

- In charge of Projects and Programs: Project on Training and fostering teachers and administrators of educational institutions to meet the requirements of fundamental and comprehensive renovation of general education in the 2016-2020 Period, with a vision to 2025 (Project 732); Project on ensuring material foundations for preschool and general education programs in the period 2017–2025; The National Target Program on New Rural Construction; National target program for socio-economic development in ethnic minority and mountainous areas in the period of 2021–2030; - 2030; Project on Building a learning society; Project on Teaching Vietnamese to overseas Vietnamese; Project on teaching and learning foreign languages in the national education system for the period of 2017–2025

- In charge of the following fields: Preschool education; accrediting the quality of preschool education; educating children with disabilities and children with difficult circumstances; physical education; political education and student work; ethnic education; population, family, and children work; women's work and gender equality work of the sector; mass mobilization work and implementation of grassroots democracy regulations; digital transformation and application of information technology in the assigned field.

Directing the development and implementation of the master plan for the system of specialized educational institutions for people with disabilities and the system of centers to support the development of inclusive education.

Assisting the Minister in directing specific tasks of emulation and commendation as assigned by the Minister.

- In charge of the following units: the Department of Early Childhood Education; the Department of Physical Education; the Department of Political Education and Student Affairs; and the Department of National Education.

- In charge of areas: Northern midland and mountainous provinces.

- In charge of Projects and Programs: Project on Strengthening Vietnamese language for preschool children and primary school students in ethnic minority areas in the period 2016 - 2020, with a vision to 2025; Master plan on development of physical education and school sports in the period of 2016 - 2020, orientation to 2025; Project on Development of boarding schools for ethnic minorities; Project on building behavioral culture in schools in the period of 2018 - 2025; Project to support students, start-up students in the period of 2018 - 2025.

- Participate in Steering Committees, Councils, Committees, and Associations: National Committee on Youth of Vietnam; National Committee for Crime Prevention; National Committee for AIDS, Drug, and Prostitution Prevention and Control; National Traffic Safety Committee; National Committee for the Advancement of Women in Vietnam; National Committee for Sustainable Development; Vietnam Association of Former Teachers; National Steering Committee for COVID-19 prevention and control; Central Vietnam Red Cross Association; Vietnam University and Professional Sports Association; Vietnam Student Sports Association.

- Perform other Tasks as assigned by the Minister.

(4) Tasks of Deputy Minister Hoang Minh Son

- In charge of the following fields: Higher education; pedagogical development; IT applications; higher education quality accreditation; manage diplomas and certificates in the national education system, certificates issued by foreign countries within the management scope of the Ministry of Education and Training; the examination of foreign language competency assessment according to the 6-level Foreign Language Competency Framework for Vietnam; Vietnamese language proficiency test for foreigners; joint organization of foreign language proficiency certification exams in Vietnam; recognition of diplomas and certificates; implement public regulations for educational institutions within the management scope of the Ministry of Education and Training; ensure the facilities and operations of the ministry's agency; digital transformation and application of information technology in the assigned field.

Directing the development and implementation of the master plan in the network of higher education and pedagogical institutions.

Assisting the Minister in directing specific tasks of administrative reform as assigned by the Minister.

- In charge of the following units: Department of Higher Education; Quality Management Department; Information Technology Department; Office; Education and Times Newspaper; Education Magazine; Education Management Academy; Ho Chi Minh City School of Education Managers; Center for Training Support and Human Resource Supply.

- In charge of areas: North Central Provinces and Central Coast.

- In charge of projects and programs: Project on training and developing human resources in the field of atomic energy; Project on Capacity building of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive renovation of education and training in the period of 2019–2030 (Project 89); Project on improving the quality of higher education in the period of 2019–2025 (Project 69).

- Participate in Steering Committees, Councils, Committees, and Associations: the Government's Administrative Reform Steering Committee; the Vietnam Association of Community Colleges; the Association of Colleges, Technical, and Economic Colleges; the Vietnam Association of Universities and Colleges.

- Perform other Tasks as assigned by the Minister.
