1. Procedures for Issuance of judicial record cards upon request of proceeding authorities in Vietnam (applicable to Vietnamese citizens whose place of permanent or temporary residence cannot be determined, and foreigners who have resided in Vietnam)

- Sequence of implementation:

+ The procedural authority requesting the issuance of a judicial record card submits the request dossier to the National Center for Judicial Records in person, via postal service, or online.

+ The procedural authority receives the result at the place where the dossier was submitted or via postal service, or receives the electronic result through the Ministry of Justice's Administrative Procedure Resolution Information System (for cases where the dossier was submitted via the National Public Service Portal or the Ministry of Justice's Administrative Procedure Resolution Information System).

- Method of implementation:

+ Submit the request document directly at the National Center for Judicial Records, Ministry of Justice.

+ Submit the request document via postal service.

+ Submit the dossier online at the National Public Service Portal or the Ministry of Justice's Administrative Procedure Resolution Information System.

In urgent cases, the authorized person of the procedural authority may request the issuance of a judicial record card via telephone, fax, or other means and is responsible for sending the written request within 02 working days from the date of the request for the judicial record card.

- Components of the dossier: Request form for the issuance of a judicial record card used by proceeding authorities, state agencies, political organizations, and socio-political organizations (Form No. 05/2024/LLTP; Form No. 14/2024/LLTP).

2. Procedures for Issuance of judicial record cards upon request of proceeding authorities in Vietnam (applicable to Vietnamese citizens, foreigners residing in Vietnam)

- Sequence of implementation:

+ Submit the dossier at the Department of Justice:

For Vietnamese citizens, submit at the Department of Justice where they permanently reside; in cases where there is no permanent residence, submit at the Department of Justice where they temporarily reside; if residing abroad, submit at the Department of Justice where they resided before exiting.

For foreigners residing in Vietnam, submit at the Department of Justice where they reside.

The request dossier for the judicial record card is sent to the Department of Justice in person, via postal service, or online.

+ Receive the result at the place where the dossier was submitted or via postal service, or receive the electronic result via the provincial Administrative Procedure Resolution Information System (for cases where the dossier was submitted via the National Public Service Portal or the provincial Administrative Procedure Resolution Information System).
