1. Legal positions of the Vietnam Coast Guard

The legal positions of the Vietnam Coast Guard according to Article 4 of Decree 61/2019/ND-CP are as follows:

- Police Officer, Scout, and Investigation Officer are legal positions of the Vietnam Coast Guard, with the responsibility of preventing, stopping, detecting, and fighting against crimes and violations of the law.

- Police officers and Coast Guard scouts include:

+ Police officer, primary scout;

+ Police officer, Intermediate scout;

+ Police officer, senior scout.

- The Minister of National Defense regulates the conditions, standards, orders, and procedures for appointment, dismissal, and certificate forms for police officers and scouts of the Vietnam Coast Guard.

- The Commander of the Vietnam Coast Guard decides to appoint, dismiss, and resign Police Officers and Scouts; issue, revoke, and regulate the management and use of Police Officer and Reconnaissance Certificates of the Vietnam Coast Guard.

- Investigation officers of the Vietnam Coast Guard, when assigned to investigate criminal cases according to the provisions of the Criminal Procedure Code and the Law on Organization of Criminal Investigation Agencies, must be responsible before the law, and the Head has issued an assignment decision on the implementation of their duties and powers.

2. Regimes and policies for officers and soldiers of the Vietnam Coast Guard

Regimes and policies for officers and soldiers of the Vietnam Coast Guard, according to Article 5 of Decree 61/2019/ND-CP, are as follows:

Vietnam Coast Guard officers and soldiers receive salaries according to rank, grade, position, and allowances; enjoy extra seniority allowances, concurrent leadership allowances, regional allowances, special allowances, attraction allowances, mobility allowances, dangerous toxic allowances, seniority allowance, occupational responsibility allowance, work responsibility allowance, allowance for national defense and security, allowance for long-term work on ships, seas, islands, seafaring allowance, specific allowances for seafaring appropriate to the coastal area, island of work, and mission requirements and other regimes and policies such as officers and soldiers of the armed forces and officers, civil servants and public employees with the same conditions, working environment, geographical areas, islands and islands working in accordance with the provisions of law. 

3. Organizational system of Vietnam Coast Guard

According to Article 7 of Decree 61/2019/ND-CP, the organizational system of the Vietnam Coast Guard includes:

- Vietnam Coast Guard Command.

- Units under the Vietnam Coast Guard Command:

+ Coast Guard Region 1 Command; Coast Guard Region 2 Command; Coast Guard Region 3 Command; Coast Guard Region 4 Command;

+ Drug Crime Prevention Task Force No. 1; Drug Crime Prevention Task Force No. 2; Drug Crime Prevention Task Force No. 3; Drug Crime Prevention Task Force No. 4;

+ Reconnaissance Group No. 1; Reconnaissance Group No. 2;

+ Coast Guard Training and Professional Development Center.

- Focal and grassroots agencies and units under the units specified in Clause 2, Article 7 of Decree 61/2019/ND-CP.

4. Police uniform and uniform of the Vietnam Coast Guard

Police uniforms and uniforms of the Vietnam Coast Guard, according to Article 18 of Decree 61/2019/ND-CP, are as follows:

- The uniform of the Vietnam Coast Guard includes:

+ Commonly used police uniforms;

+ Field uniform;

+ Professional police uniform;

+ Work uniform.

- The uniform of the Vietnam Coast Guard includes:

+ Winter formal attire;

+ Summer formal attire;

+ Uniforms of defense workers and officials;

+ Uniforms of the honor guard and soldiers.
