1. Position and functions of the Department of Planning and Finance under the Committee for Ethnic Minorities in Vietnam

The Department of Planning and Finance is an organization under the Committee for Ethnic Minorities, with the function of advising and assisting the Minister and Chairman of the Committee for Ethnic Minorities (hereinafter referred to as Minister and Chairman) in state management in the fields of strategy, planning, statistics, finance, accounting, investment, capital construction, and state management of public services managed by the Committee for Ethnic Minorities according to the provisions of law.

2. Duties and powers of the Department of Planning and Finance under the Committee for Ethnic Minorities in Vietnam

Duties and powers of the Department of Planning and Finance of the Committee for Ethnic Minorities in Vietnam include:

(1) Strategic work, planning, investment, and development of the industry:

- Assume the prime responsibility for, and coordinate with relevant agencies in, formulating and organizing the implementation of strategies in the field of ethnic affairs; Develop and implement industry development planning; contribute ideas to the socio-economic development planning of localities, ministries and branches related to ethnic minority areas.

- Preside and coordinate with relevant agencies in planning and submitting to the Government to allocate poverty reduction resources and official development assistance (ODA) investment capital and other capital sources for ethnic minority localities; appraise or participate in the appraisal of programs, projects, schemes and plans for socio-economic development in ethnic minority areas in accordance with law.

- Assume the prime responsibility for, and coordinate with relevant units in, mobilizing and attracting resources to support investment and development in ethnic minority areas; manage and organize the implementation of programs and projects sponsored by foreign countries and international organizations; to act as the head of the coordination committee for programs and projects funded by ODA and other capital sources assigned by the Minister, the Chairman of the Committee for Ethnic Minorities.

- Monitor and synthesize the use of investment resources for economic and social development from programs, projects, and official development assistance (ODA) investment capital.
  and other investment capital sources from ministries, central branches and localities for ethnic minority people.

- Guide, inspect, urge, evaluate, summarize and report on the implementation of strategies, master plans, work programs and development investment plans of the sector.

(2) Planning work:

- Preside over the development and implementation of long-term, 5-year, and annual plans and national and target programs; Other project programs and important national works are managed by the Committee for Ethnic Minorities.

- Assume the prime responsibility for, and coordinate with relevant units in, formulating working plans, state budget plans, official development assistance (ODA) investment capital plans, and other foreign capital sources according to regulations; coordinate with specialized agencies of the Ministry of Planning and Investment, the Ministry of Finance, and relevant ministries and branches in summarizing state budget revenue and expenditure estimates according to regulations under the management of the Committee for Ethnic Minority Affairs.

- Advise on issuing decisions to assign plans and allocate annual state budget estimates to Departments and units under the Committee for Ethnic Minorities and related units when participating in implementing programs and projects managed by the Committee for Ethnic Minorities.

- Assume the prime responsibility for, and coordinate with functional agencies in, inspecting, inspecting, and evaluating the implementation of the planning tasks and budget estimates of the Committee for Ethnic Minorities in accordance with regulations.

- Preside and coordinate with organizational units to appraise capital estimates, funding from state budget sources, foreign funding sources, programs, topics, projects, and other funding sources managed by the Committee for Ethnic Minorities.

(3) Statistical work:

- Assume the prime responsibility for, and coordinate with relevant agencies in, developing and updating the system of statistical indicators and databases on ethnic minority affairs in Vietnam; manage, exploit, use, provide statistical information, estimate, and forecast to serve the formulation of policies, strategies, master plans, and plans for socio-economic development in ethnic minority areas.

- Assume the prime responsibility for, and coordinate with relevant units in, formulating and implementing the survey and statistical plan of the Committee for Ethnic Minorities in service of state management and socio-economic development in ethnic minority areas; formulate documents guiding, synthesizing, and inspecting the implementation of the reporting regime on statistical work on ethnic affairs by ministries, branches, and localities.

- Preside over programs and projects in the field of statistics and the application of information technology to statistics in the field of ethnic affairs.

(4) Financial work:

- Implement state financial management of the annual funding source of the Committee for Ethnic Minorities, capital for implementing national target programs, important national programs, topics, projects and works are managed by the Committee for Ethnic Minorities.

- Develop documents guiding Departments and units under the Committee for Ethnic Minorities and units not under the management of the Committee for Ethnic Minorities, using funds from the Committee for Ethnic Minorities, in implementing the State Budget Law, Accounting Law, and current financial regime.

- Preside and coordinate with units to evaluate irregular expenditure estimates of scientific topics, projects, and tasks,  national target programs, foreign capital, and other funding sources as prescribed.

- Inspect and supervise the use of capital sources and funds by the Departments and units under the Committee for Ethnic Minorities to ensure the use of capital and funds for the right purpose, with the right content, economically and effectively; participate in coordinating with competent authorities in inspecting and checking compliance with financial regulations and the use of capital and funds managed by the Committee for Ethnic Minorities.

- Appraise final settlement reports of state budget funding sources, aid funding sources, and other sources, production and business results, and non-business revenues and expenditures of units under the Committee for Ethnic Minorities Affairs and other units using funds managed by the Committee for Ethnic Minorities.

- Implement asset management and public services of the Committee for Ethnic Minorities according to regulations.

- Synthesize annual settlement reports of budget funding sources, aid funding sources, and other funding sources of the Committee for Ethnic Minorities to send to the Ministry of Finance and State Audit.

- Guide and urge public service units under the Committee for Ethnic Minorities to develop and organize the implementation of internal expenditure regulations according to regulations.

- Implement financial disclosure regime according to regulations.

- Coordinate with functional units of the Committee in training and fostering financial expertise and in the appointment and dismissal of the positions of chief accountant, in charge of accounting, and head of the accounting department of units under the Committee for Ethnic Minorities.

- Guide and inspect units under the Committee in implementing the regulations of the State and the Committee for Ethnic Minorities on practicing thrift and combating waste.

(5) State management of construction investment:

- Preside over the development of documents guiding the implementation of construction investment management under the management scope of the Committee for Ethnic Minorities.

- Manage and organize the implementation of programs and projects using official development capital ODA and other foreign capital sources in the field of construction investment according to the commitments of donors and the Government of Vietnam.

- Preside over the development of annual, medium-term construction investment plans for the Committee for Ethnic Minorities.

- Preside over the appraisal of construction investment projects under the management of the Committee for Ethnic Minorities.

- Organize inspection, supervision, synthesis, and reporting on the management status of construction investment projects under the management of the Committee for Ethnic Minorities.

(6) Management of officials, civil servants, and assets under the Department:

Manage, assign, comment, evaluate, and monitor the compliance with internal regulations and work efficiency of officials and civil servants under the Department; Propose the implementation of policies and regimes for officials and civil servants on the Department's payroll and submit them to the Minister and Chairman for decision; Manage and use assets assigned to the Department by the Committee.

(7) Implement scientific projects, environmental projects, and basic investigation projects of the Committee for Ethnic Minorities.

(8) Advise on the implementation, preliminary, and summary of Resolutions and Directives of the Party and State in the field of responsibility and other tasks assigned by the Minister and Chairman.
