Land for construction of public works in Vietnam includes which types of land?

According to Clause 4, Article 5 of Decree 102/2024/ND-CP, land for construction of public works in Vietnam includes the following types of land:

- Land for the construction of cultural facilities is land for building cultural projects, including conference centers, theaters, cultural houses, cultural centers, cultural palaces, clubs, cinemas, circuses; projects with symbolic or artistic values (outdoor statues, welcome gates, squares, memorial steles, etc.); children's palaces, children's houses, youth activity centers, museums, exhibition houses, libraries, literary and artistic creation centers, art exhibition houses, headquarters of art troupes, and other cultural facilities established or permitted by the State to operate;

- Land for the construction of social facilities is land for building social service projects, including social work service centers, social protection centers; disease treatment-education-labor centers; centers for nurturing people with meritorious services; centers for assisting children; facilities for caring for the elderly, disabled people, children with special circumstances; facilities for nurturing children in difficult circumstances, and other social service facilities established or permitted by the State to operate;

- Land for the construction of healthcare facilities is land for building healthcare projects, including hospitals, maternity homes, healthcare centers, medical stations, and other medical examination and treatment facilities; rehabilitation facilities, geriatric healthcare facilities; preventive healthcare facilities; population facilities; testing and scientific research facilities in healthcare; land for animal husbandry, cultivation of medicinal plants for healthcare purposes; facilities for standardization, inspection, and medical examination; forensic facilities; drug production facilities; medical equipment production facilities; facilities for treating people infected with HIV/AIDS, mentally ill people, and other healthcare facilities established or permitted by the State to operate; including areas for offices, business places, services such as drug sales, restaurants, guest houses for patient relatives, and paid parking lots within the healthcare facility's scope, except for healthcare facilities managed by the Ministry of National Defense and the Ministry of Public Security;

- Land for the construction of education and training facilities is land for building education and training-related projects, including preschool education facilities, general education facilities, continuing education facilities, specialized schools, higher education institutions, vocational education facilities, and other education and training facilities established or permitted by the State to operate; including areas for offices, student dormitories, places for selling school supplies, restaurants, parking lots, and other functional areas within the scope of the education and training facility, except for education and training facilities managed by the Ministry of National Defense and the Ministry of Public Security;

- Land for the construction of physical training and sports facilities is land for building physical training and sports projects established or permitted by the State to operate, including sports complexes, athlete training and coaching centers, sports centers, stadiums; golf course fairways, golf practice areas, and the green system, water surface, landscape of golf course, projects serving the management, operation, exploitation, use, and business of golf courses (except for accommodation and services for golfers); swimming pools and other training, coaching, and competition facilities for physical training and sports; areas for offices, ticket sales, souvenir sales, sports equipment sales, parking lots, and other projects serving physical training and sports within the scope of the physical training and sports facility; except for physical training and sports facilities managed by the Ministry of National Defense and the Ministry of Public Security;

- Land for the construction of scientific and technological facilities is land for building projects serving scientific, technological activities, and innovation of organizations such as: research, development, and scientific and technological service organizations; innovation start-up support organizations; technology incubation facilities, scientific and technological enterprise incubation facilities; incubation facilities, technical facilities, innovation centers, creative start-up centers; innovation start-up support centers; laboratories; scientific research facilities of scientific and technological enterprises; science and technology parks; science museums; measurement standards systems; information and statistics infrastructure for science and technology; shared working spaces supporting innovation start-ups and the material-technical facilities of scientific, technological, and innovation organizations, and other scientific and technological facilities established or permitted by the State to operate;

- Land for the construction of environmental facilities is land for building projects serving environmental protection activities, biodiversity conservation, including projects for environmental incident prevention, response, and environmental monitoring; projects for biodiversity conservation monitoring, and other environmental protection projects;

- Land for the construction of hydrometeorological facilities is land for building hydrometeorological projects, including hydrometeorological stations, climate change monitoring stations, and other hydrometeorological projects;

- Land for the construction of diplomatic facilities is land for building diplomatic headquarters, including diplomatic representative offices (embassies), foreign consulates (consulates general), representative offices of international organizations in Vietnam, representative offices of foreign diplomatic organizations, non-governmental organizations with diplomatic functions; diplomatic corps facilities managed by the State;

- Land for the construction of other non-business facilities is land for building non-business projects as prescribed by law that do not fall into the categories mentioned above.
