Regarding this issue, LawNet would like to answer as follows:

Content of the task of protecting and taking care of the health of officials of provinces and centrally run cities in Vietnam

The content of the task of protecting and taking care of the health of officials of provinces and centrally run cities is specified in Article 2 of Circular 18/2023/TT-BYT, including:

(1) Advise on the protection and health care of officers:

- Develop programs, projects, schemes, plans, directions, and tasks for the protection and health care of officers; send them to the Board of Protection and Health Care for Provincial and City Officials for comments; submit them to competent authorities for review and approval; and organize implementation according to regulations and decentralization;

- Guide, inspect, and support the protection and health care of officials in districts, towns, provincial cities, and centrally run cities;

- Coordinate to advise and propose medical examination and treatment regimes for officials under management; regimes for medical staff performing the work of protecting and taking care of the health of officials in the province and city;

- Organize preliminary and final reviews and reports on the implementation of tasks for protecting and caring for the health of officials in the province and city according to regulations.

(2) Organize the implementation of tasks for protecting and taking care of staff health:

- Health management: prepare records to monitor and manage staff health for subjects according to regulations and decentralization; Coordinate with the Professional Council for the protection and health care of officials of provinces and cities in classifying the health of officials under management;

- Receive medical examinations, emergency treatment, outpatient and inpatient treatment, and referrals according to regulations; Organize periodic health examinations and checks; Timely treatment and handling of chronic disease developments for staff under management during outpatient treatment; Medical examination, consultation, and health monitoring at home or at work for officials subject to coordinated management according to regulations;

- Carry out and coordinate health examination and classification before appointing, re-appointing, and recommending candidates for officials managed by the Standing Committee of the Provincial Party Committee and the City Party Committee and other subjects prescribed by the Standing Committee of the Provincial Party Committee and City Party Committee;

- Carry out communication, provide information, and give advice on health; Provide guidance on disease prevention and control, infectious diseases, non-communicable diseases, disease prevention vaccines, health care, and improvement for managed staff;

- Preside and coordinate with relevant agencies and units to develop and organize plans to ensure health care and handle emergency situations for officials under decentralized management when participating in conferences, events, and work in the area;

- Coordinate with relevant agencies to implement regimes and policies on employee health care and protection; organize nursing leave combined with medical treatment in accordance with regulations and specific conditions of each locality.

(3) Manage and mobilize resources:

- Prepare and manage a list of medical personnel with high professional qualifications and experience in medical examination and treatment activities in the locality to join the professional council for consultation and emergency treatment in necessary cases;

- Manage human resources, facilities, finance, and collateral for the task of protecting and taking care of staff health in accordance with regulations and decentralization;

- Mobilize or participate in mobilizing resources to handle emergency situations for Party and State leaders working in the locality and for officials under decentralized management.

(4) Coordinate protection and health care for officials at the department, institute,  and equivalent levels or higher of central agencies; centrally managed senior officials are working or have retired in the area.

(5) Perform other tasks when assigned by competent authorities.

Circular 18/2023/TT-BYT takes effect on December 12, 2023.
